Recently, the Government of Vietnam has issued the Decree No. 114/2018/NĐ-CP on dam and reservoir safety management.
Specifically, according to the Decree No. 114/2018/NĐ-CP of Vietnam’s Government, the dam and reservoir operator shall collect forecasts and carry out dedicated hydrometeorology monitoring in conformity with national standards, national technical regulations and relevant law provisions. Thus, monitoring matters and regimes of dedicated hydrometeorology monitoring are as follows:
Monitoring matters
- With regard to dams and reservoirs having gates to regulate flood flow, monitor precipitation amount in the basin and water level in dam uplands and lowlands, calculate the inflow rate and discharge rate and forecast the inflow and capacity of reservoir water level increase;
- With regard to large dams and reservoirs with uncontrolled spillways, monitor the precipitation amount in the basin, water level in the dam uplands and lowlands and calculate inflow and water discharge rate;
- With regard to medium-size dams and reservoirs with uncontrolled spillways, monitor water level in dam uplands and lowlands and calculate the water discharge rate; application of other regulations in Point b this Clause is preferred;
- With regard to small dams and reservoirs with uncontrolled spillways, monitoring water level in dam uplands and lowlands and water level of the spillway.
Monitoring regime
- With regard to dams and reservoirs having gates to regulate flood flow: Carry out monitoring twice a day at 7:00 and 19:00 in dry season and four times a day at 1:00, 7:00, 13:00 and 19:00 in flood season; in case the dam and reservoir is operated to control floods, carry out monitoring and calculating at least once every hour and once every 4 hours when the reservoir water level exceeds the design flood water level;
- With regard to dams and reservoirs with uncontrolled spillways: Carry out monitoring twice a day at 7:00 and 19:00 in dry season and four times a day at 1:00, 7:00, 13:00 and 19:00 in flood season when the reservoir water level is below the overflow weir; once every hour when the reservoir level is equal or higher than the overflow weir and once every 4 hours when the reservoir level exceeds the design flood water level.
