Decree 102: Provision of non-aviation services at airports

Decree 102/2015/ND-CP stipulates several contents that need attention in providing non-aviation services at airports, specifically as follows:

- The organization of providing non-aviation services at airports shall not affect the supply capacity and quality of aviation transportation services. The premises for organizing non-aviation services in the terminal must comply with the airport exploitation documents. Non-aviation services business is not allowed in the airfield, except for essential services such as grass cutting, construction, installation, cleaning, repairing, maintaining, and preserving aviation works and equipment.

- Providing non-aviation services at airports must ensure reasonable pricing, meet service demands, and be suitable to the nature, scale, and conditions of the airport infrastructure. Selection of organizations or individuals to provide non-aviation services at airports built with state capital investment must follow competitive bidding principles to prevent monopolies.

- The Civil Aviation Administration of Vietnam supervises the organization of providing non-aviation services to meet the demands at airports; inspects the factors forming prices, and when necessary, stipulates prices or price frameworks; suspends or cancels contracts for providing non-aviation services for organizations or individuals violating legal regulations.

- Organizations and individuals providing non-aviation services at airports must comply with regulations on ensuring aviation security, aviation safety, fire prevention and fighting, environmental hygiene, food safety, service prices; ensure service and product standards and quality; publicly list prices; and ensure civility, politeness, and attentiveness.
