In Article 2 of Decree 06/2023/ND-CP stipulating the principles of conducting quality inspection of civil servants input as follows:
- The accreditation of civil servant entrance quality is an activity of assessing and recognizing the necessary background knowledge for candidates before participating in the recruitment of civil servants at a competent agency.
- Principles of quality inspection of civil servants are as follows:
+ Ensure publicity, transparency, objectivity, and lawfulness.
+ Ensure practicality, efficiency, and savings.
+ Test results are used uniformly nationwide.
+ There is no limit to the number of times registered for the test for each candidate.
+ Strengthening the application of information technology and digital transformation in the organization performing the quality accreditation of civil servants.
In Article 3 of Decree 06/2023/ND-CP stipulating the conditions for registration for the entrance examination of civil servants as follows:
- Conditions for registering to participate in the quality inspection of civil servants' entrance examination shall comply with the provisions of Clause 1, Article 36 of the Law on Cadres and Civil Servants.
- The cases specified in Clause 2, Article 36 of the Law on Cadres and Civil servants are not allowed to register for the entrance examination of civil servants.
Article 4 of Decree 06/2023/ND-CP stipulates the organization of quality assessment of input of civil servants as follows:
- The Ministry of Home Affairs is the agency competent to accredit the quality of civil servants' input.
- The quality inspection of civil servants input is held periodically, twice a year, in July and November.
- Before January 31 of each year, the Ministry of Home Affairs shall announce the plan to organize the accreditation of civil servant entrance quality on the website of the Ministry of Home Affairs and the information page on the quality of the entrance examination of civil servants.
- In case civil servant recruitment agencies wish to inspect the quality of civil servants' input, they shall develop plans and notify them according to the provisions of Article 7 of this decree; receive the registration form to attend the inspection at the portal of the agencies, organizations, and units under their management; make a list of candidates and send them to the Ministry of Home Affairs for testing. No later than 30 days after receiving the list, the Ministry of Home Affairs shall organize the inspection.
Clause 1, Article 5 of Decree 06/2023/ND-CP stipulates the form, content, and time of inspection as follows:
- Test method: Computer-based multiple-choice test.
- Content of testing: Assessment of thinking ability, ability to apply knowledge in practice; candidates' general and basic understanding of the political system, the organizational apparatus of the Party, the Vietnam Fatherland Front, socio-political organizations, and state agencies; Government administrative management; rights and obligations of civil servants, public service ethics; and knowledge of society, culture, and history.
- Time and number of test questions:
+ Checking the quality of the entrance exam for candidates for the job position requiring a university degree or higher: 120 minutes, the number of questions is 100.
+ Check the quality of the entrance exam for candidates for the job position requiring intermediate or college level: 100 minutes, 80 questions.
Pursuant to Article 6 of Decree 06/2023/ND-CP, the determination of passing results in the inspection period is as follows:
The test results are determined by the number of correct answers in the test.
Candidates who correctly answer 50% or more of the questions will be determined to meet the requirements for the entrance examination of civil servants.
Article 7 of Decree 06/2023/ND-CP stipulates the notification of the inspection organization and receipt of the registration form for the examination as follows:
- Based on the annual inspection plan, the Ministry of Home Affairs shall publicly announce the examinations on the website of the Ministry of Home Affairs and the information page on the quality of the entrance examination of civil servants within 30 days from the date of the accreditation.
The content of the notice includes:
+ Conditions for registration for testing.
+ Time limit, address, and place to receive the registration form for inspection, phone number of the department assigned to receive the application form; expenses for the assessment; and account number for payment of expenses for inspection.
+ Form, content, time, and location of the inspection.
- In case there is a change in the time and place of the accreditation, the Ministry of Home Affairs shall make a public announcement on the website of the Ministry of Home Affairs and the information page on the quality inspection of civil servants 30 days before the date of the inspection.
- The person who registers for the assessment fills out the application form for the assessment according to the form issued together with this Decree and sends it through the information page about the quality of the entrance examination of civil servants.
- The time limit for receiving the Certificate of Registration for Inspection is 30 days from the date of the public announcement of the inspection plan.
Article 10 of Decree 06/2023/ND-CP stipulates the use of inspection results as follows:
- The results of the quality inspection of civil servants' inputs are valid for use within 24 months from the date of the approval decision of the Ministry of Home Affairs. During the validity period of the verification results, the person who achieves the inspection results may register for the civil servant recruitment exam at the agencies and organizations specified in Clause 1, Article 1 of Decree No. 06/2023/ND-CP nationwide.
- Heads of agencies or organizations competent to recruit civil servants shall, based on the results of civil servant accreditation, stipulate the conditions for registration for civil servant recruitment and organize the second round exam for those who pass the accreditation according to the regulations specified in Clause 2, Article 8 and points a and c, Clause 3, Article 14 of Decree 138/2020/ND-CP.
- The results of the entrance quality assessment for candidates taking the exam for job positions that require a university degree or higher are allowed to be used instead of the results of the entrance quality assessment for candidates who take the exam for a job position with lower qualification requirements when applying for a civil servant job in accordance with the recruitment requirements.
- Cancelling the test results.
+ Incorrect information in the registration form for inspection.
+ In case the agency, organization, or unit competent to recruit civil servants detects that the recruited person is using diplomas, certificates, or certifications in contravention of regulations, a written request should be sent to the Ministry of Home Affairs to cancel the inspection results.
+ The list of cases in which the inspection results have been canceled is publicly announced on the website of the Ministry of Home Affairs, on the information page on the quality inspection of civil servants.
Persons whose inspection results have been canceled are not allowed to register for an inspection in a subsequent inspection period.
