Declaration of health for conveyances in Vietnam

In recent years, the world has appeared many types of viruses with very high transmissibility and danger. Therefore, the management and prevention of epidemics in sensitive areas such as border gates and airports is really necessary. Recently, the Government of Vietnam issued Decree No. 89/2018/NĐ-CP providing guidelines for implementation of the Law on infectious disease prevention and control regarding the border health quarantine of Vietnam.

According to Decree No. 89/2018/NĐ-CP of Vietnam’s Government, operators of all conveyances are required to complete the declaration of health upon entry, exit or transit, except aircrafts and ships for which quarantine procedures have been completed at the first port of entry. Declaration of health for conveyances is carried out as follows:

1. For aircrafts:

- The person in charge of performing declaration of health shall complete and submit the general air declaration and the certificate of health inspection and control for conveyances and cargoes, if any, directly to a border health quarantine unit or through the Vietnam National Single Window before an aircraft is granted permission for entry, exit or transit;

- If a passenger or aircrew member on board an aircraft displays any signs or symptoms of a communicable disease, the operator or the senior cabin crew member must immediately contact the border health quarantine unit located at the checkpoint before the aircraft takes off or lands.

2. For ships:

- The person in charge of performing declaration of health shall complete and submit the maritime declaration of health, the ship sanitation control exemption certificate/ the ship sanitation control certificate, if any, the certificate of health inspection/ control for cargo (on vessel) and vessel, if any, and the general declaration;

- If a passenger or seaman on board a ship displays any signs or symptoms of a communicable disease, the master or his authorized officer must immediately contact the border health quarantine unit located at the checkpoint before the ship is berthed at a port; the ship is required to display quarantine signs.

3. For road conveyances and trains:

Operators must fill in and submit the health declaration for conveyances and cargoes, made according to the Form No. 04 stated in the Appendix enclosed herewith, and the certificate of health inspection and control for conveyances and cargoes, if any, before operating such conveyances through the border.

Decree No. 89/2018/NĐ-CP of Vietnam’s Government takes effect from August 10, 2018,
