On November 08, 2016, the Ministry of Finance issued Circular 199/2016/TT-BTC stipulating the rates, collection policies, remittance, and management of fees for issuing certificates of quality assurance and technical safety for machines, equipment, and means of transportation with stringent safety requirements.
The declaration, collection, and payment of fees for issuing certification of quality assurance and technical safety for machines, equipment, and means of transportation with stringent safety requirements are carried out as follows:
- The fee-collecting organization shall declare and remit the collected fees monthly and finalize annually in accordance with the guidance in Clause 3, Article 19 and Clause 2, Article 26 of Circular 156/2013/TT-BTC; 100% of the collected fees shall be submitted to the state budget.- The expenses for providing certification and collecting fees are implemented as follows:
- Vietnam Register: The costs related to providing certification are funded by the state budget; the funding for registration units is capped at 20% of the collected fees.- Registration units not under the Vietnam Register at localities: - Units under the Departments of Transportation: The costs related to providing certification will be funded by the local budget; funding for registration units is capped at 20% of the collected fees. - Registration units under joint-stock companies, private companies, and limited liability companies: The registration unit estimates the number of certifications, related costs, and the collected fees; submits these to the Departments of Transportation for consolidation and approval by competent authorities; the payment for units is capped at 20% of the collected fees.- …
