Decision: What is it?

According to the Law on Promulgation of Legal Documents 2015, depending on the issuing entity, the following types of decisions are issued:

1. Decisions of the President

The President issues decisions to stipulate:

- General or partial mobilization, declaration or abolition of emergency status based on the resolution of the National Assembly Standing Committee; declaration or abolition of emergency status nationwide or in each locality in cases where the National Assembly Standing Committee is unable to convene;- Other matters within the President's authority.

2. Decisions of the Prime Minister

The Prime Minister issues decisions to stipulate:

- Measures for leading and managing the operations of the Government of Vietnam and the state administrative system from the central to local levels, policies for working with members of the Government and local authorities, and other matters within the Prime Minister's authority;- Measures for directing and coordinating activities of members of the Government; inspection of the operations of ministries, ministry-equivalent agencies, agencies under the Government, and local authorities in implementing the policies and directives of the Communist Party, and the laws of the State.

3. Decisions of the Auditor General

The Auditor General issues decisions to stipulate state audit standards, audit procedures, and audit records.

4. Decisions of the Provincial People’s Committee

The Provincial People’s Committee issues decisions to stipulate:

- Details of articles, clauses, and points assigned in the legal documents of superior state agencies;- Measures to implement the Constitution, laws, and documents of superior state agencies, resolutions of the People's Council at the same level on the development of the economy, society, budget, national defense, and security in the locality;- Measures for fulfilling the function of state management in the locality.

5. Decisions of the District and Communal People’s Committees

The District and Communal People’s Committees issue decisions to stipulate matters assigned by law.
