On 25/6/2024, the Government of Vietnam issued Decree 69/2024/ND-CP regulating electronic identification (eID) and authentication (e-authentication) in Vietnam.
According to Article 13 of Decree 69/2024/ND-CP, from the date of receiving a complete and valid application as stipulated in Decree 69/2024/ND-CP, the eID and e-authentication management authority is responsible for issuing eID accounts within the following timeframes:
* For Vietnamese citizens who already have a valid citizen identification card:
* For Vietnamese citizens with expired or no citizen identification card: no more than 07 working days.
* For foreigners:
* For organizations:
According to Article 14 of Decree 69/2024/ND-CP, the activation and use of eID accounts are guided as follows:
The electronic identity holder activates the eID account of individuals, agencies, or organizations on the National Identification Application within 07 days from the date of receiving the notification of account issuance results. After 07 days, if the eID account is not activated, the electronic identity holder must contact the eID and e-authentication management authority via the hotline for identification and authentication requests to activate the eID account.
For those under 14 years old, the ward, or the person represented to use the eID account requires the consent and confirmation of the representative or guardian through the National Identification Application. The representative or guardian uses the eID account of the person under 14 years old, the ward, or the represented person to perform transactions and other activities in their interest.
The use of eID accounts and electronic authentication services has legal value to assert and prove that the electronic identity holder has performed and agreed to the transaction.
The eID and e-authentication management authority connects, shares, and authenticates data for the electronic identity holder to use the eID account in other countries according to international treaties to which Vietnam is a signatory.
More details can be found in Decree 69/2024/ND-CP, which comes into force from July 1, 2024.
Decree 59/2022/ND-CP on eID and e-authentication will cease to be in effect from the effective date of Decree 69/2024/ND-CP.
