Circular 07/2016/TT-BQP was issued by the Ministry of National Defense on January 26, 2016, to specifically regulate the promotion consideration period for non-commissioned officers and soldiers currently serving in units.
According to the promotion review period for non-commissioned officers and soldiers currently serving in units stipulated by Circular 07 as follows:
For promotion to Private First Class: Privates who have served for 06 months in active duty.
For promotion to Corporal, the following apply:
- Private First Class appointed to the position of Deputy Squad Leader or equivalent positions, regardless of time served.- Those holding the rank of Corporal and technical or professional soldiers who have held the rank of Private First Class for 06 months.
Circular 07 stipulates promotion to Sergeant as follows:
- Corporals appointed to the position of Squad Leader or equivalent positions, regardless of time served.- Those holding the rank of Sergeant and technical or professional non-commissioned officers who have held the rank of Corporal for 06 months.
Promotion to Staff Sergeant when:
- Sergeants who hold the position of Squad Leader or equivalent positions are appointed to the position of Deputy Platoon Leader or equivalent positions, regardless of time served.- Technical or professional non-commissioned officers with an intermediate level or higher, correctly assigned to the staffing roster, who have held the rank of Sergeant for 06 months.
Note, non-commissioned officers and soldiers who excel in their duties and are commended from the level of Emulation Soldier upwards can be considered for a one-rank military promotion; those with particularly outstanding achievements may be considered for an exceptional military rank promotion regardless of the rank, position, and time mentioned above, but not exceeding one rank higher than the prescribed military rank of the assigned position.
