Within 10 days from the date of receiving the penalty decision, the individual or organization subject to the penalty must pay the fine at the State Treasury (KBNN) or into the account of the KBNN as specified in the penalty decision.
- In remote areas, border areas, and mountainous regions where travel is difficult, the authorized officer is responsible for collecting the fine on-site and submitting it to the State Treasury within no more than 07 days from the date of fine collection;- When fines are imposed at sea or outside office hours, the authorized officer is responsible for collecting the fine on-site and submitting it to the State Treasury within 02 working days from the date of returning to the shore or the date of fine collection;- Imposing administrative penalties without issuing a record.
Furthermore, individuals and organizations violating administrative regulations in the field of road traffic may pay the fine to the State Treasury via public postal services.
In all cases of fine collection, the fine-collecting officer is responsible for issuing a receipt for the fine payment to the individual or organization paying the fine.
If the fines are not paid by the stipulated deadlines, coercive enforcement of the penalty decision will apply, and for each day the fine is late, individuals and organizations must pay an additional 0.05% of the total unpaid fine amount.
- The number of days late for fine payment includes holidays as per the policies and is calculated starting from the day after the final payment deadline. The period allowed for multiple fine payments is not considered late.- The State Treasury and commercial banks authorized by the State Treasury to collect fines will calculate and collect the late payment fee based on the penalty decision and the number of days the payment is overdue when receiving the fine payment from individuals or organizations.- Late payment fees will be collected if the amount is from VND 1,000 or more; amounts from VND 1,000 but less than VND 500 will be rounded down to 0 VND, and amounts from VND 500 to less than VND 1,000 will be rounded up to 1,000 VND.- The State Treasury and commercial banks authorized by the State Treasury to collect fines will use receipts without pre-printed amounts for collecting fines due to delayed enforcement of penalty decisions.- The amount collected due to delayed enforcement of penalty decisions will be attributed to the state budget directory.
