According to Article 4 of Circular 09/2012/TT-BTNMT, the regulations on the development and management of the database on genetically modified organisms are as follows:

- Delegate the Vietnam Environment Administration as the national database management authority to the Vietnam Environment Administration with the following responsibilities:

- Consolidate and unify all data on genetically modified organisms from sectors and localities nationwide;

- Organize the updating, management, exploitation, and use of information and data on genetically modified organisms;

- Guide and inspect the implementation of the contents stipulated in points a and b, clause 1 of this Article.

- Ministries, ministerial-level agencies, and agencies under the Government of Vietnam shall assign a unit to act as the focal point for managing sectoral databases and notify the Vietnam Environment Administration in writing for coordination in implementation. The focal agency shall perform the following tasks:

- Consolidate and unify all data on genetically modified organisms within the sectors and fields it manages;

- Organize the updating, management, and use of information and data on genetically modified organisms within the sectors and fields it manages;

- Guide and inspect the implementation of the contents stipulated in points a and b, clause 2 of this Article.

- Departments of Natural Resources and Environment are responsible for assisting provincial People's Committees in managing the collection, management, exploitation, and use of data on genetically modified organisms. The Departments of Natural Resources and Environment have the following responsibilities:

- Consolidate and unify all data on genetically modified organisms within the localities;

- Organize the updating, management, and use of information and data on genetically modified organisms within the localities;

- Guide and inspect the implementation of the contents stipulated in points a and b, clause 3 of this Article.

- Funding for the development, updating, and management of national, sectoral, and local databases on genetically modified organisms shall be sourced from central and local budgets and environmental career budgets.
