Below is the content specified in Decision 1186/QD-BKHDT in 2024 approving the Data Strategy until 2030 of the Ministry of Planning and Investment of Vietnam.

On May 20, 2024, the Ministry of Planning and Investment of Vietnam issued Decision 1186/QD-BKHDT approving the Data Strategy until 2030.

(1) Vision

The data of the Ministry of Planning and Investment of Vietnam shall open up new spaces for operation and development to meet general objectives. Basic data reflects the activities of the units under the Ministry, which ensure successful digital transformation, enhanced competitiveness, and economic restructuring.

(2) Objectives by 2030

* Develop data infrastructure

- Gradually improve and consolidate the data infrastructure of the Ministry, the planning and investment sector, and statistics:

+ Develop and enhance the data center as the infrastructure for storing and sharing important data of the Ministry.

+ Improve the Ministry's cloud computing platform.

+ Develop application platforms for mobile devices.

- Complete the digitization of data in important areas: business registration; investment; bidding; public investment; planning; enterprises; monitoring and evaluating investment programs, projects using state capital; cooperative registration; socio-economic statistical data; business household registration; industrial parks, economic zones. Other specialized fields according to the functions and tasks of the Ministry of Planning and Investment.

* Develop data to serve the digital government

- 100% of the basic data that forms the foundation for the digital government is completed and shared: data on businesses in the national database to facilitate the development of e-government, digital government.

- Citizens, businesses, and cooperatives only need to provide information once when conducting administrative procedures managed by the Ministry: 100% of records, administrative procedure results, and documents issued by the Ministry are stored in the Ministry's digital data repository, and 80% of the data is shared and reused in administrative procedures, administrative activities, completely replacing paper documents.

- 100% of administrative procedures provided online apply artificial intelligence (AI) to enhance the efficiency of public services for citizens, businesses, and cooperatives.

- 100% of the Ministry's databases are managed and stored in the Ministry's data center, meeting standards and seamlessly connected to the Ministry's integrated data platform and data portal.

- 100% of work records at the ministry level are digitized and processed in the network environment (excluding state secret work records).

- Electronic document storage:

+ By 2025:

• Ensure that at least 80% of the Ministry's storage documents are created in electronic form according to the regulations on electronic transactions and electronic storage (except for cases where other laws have different regulations);

• Ensure that at least 90% of the Ministry's storage follows the process of exploiting and using storage documents in the network environment (except for cases where other laws have different regulations);

• Ensure that at least 80% of electronically stored documents created within the Ministry and its affiliated organizations are extracted and transferred to historical storage within 3 years from the date of document creation (except for cases where other laws have different regulations).

+ By 2030: ensure that the above-mentioned targets reach 100%.

- 70% of inspection activities by units are conducted through the digital environment and utilize available information and data from management agencies.

* Develop data to serve the digital economy and digital society

- Develop data on: business registration; investment; bidding; public investment; planning; enterprises; data on monitoring and evaluating investment programs, projects using state capital; data on cooperatives; socio-economic statistical data; data on business household registration; data on industrial parks, economic zones. Gradually open up data to promote digital economic and digital social development; all citizens can access and update necessary information about the activities of the Ministry of Planning and Investment.

* Ensure information security and cyber security:

- 100% of national databases, shared databases, specialized databases, and important databases of the Ministry are implemented with information security plans according to the 4-layer protection level and protection models, while also implementing cybersecurity activities for information systems as regulated by cybersecurity laws.
