Recently, at the proposal of the Director of the Department of Traditional Medicine and Pharmacy Management, the Minister of Health issued Circular 44/2018/TT-BYT regulating the prescription of traditional medicine, herbal medicine, and the combination of traditional medicine, herbal medicine, with pharmaceutical drugs.
According to the regulations in Article 3 of Circular 44/2018/TT-BYT, the Ministry of Health stipulates the following individuals are permitted to prescribe traditional medicine and herbal medicine:

First: Individuals with a medical practice certificate (hereinafter referred to as practitioners) may prescribe decoction, a combination of finished products and decoction:
- Traditional medicine specialists, doctors with a certificate of training in traditional medicine specialization with a minimum duration of 6 months;- Bachelor's degree in traditional medicine equivalent to a doctor's degree;- Traditional medicine physicians;- Traditional medicine practitioners.
Second: Individuals permitted to prescribe herbal medicine:
- Traditional medicine specialists, doctors with a certificate of training in traditional medicine specialization with a minimum duration of 6 months; Bachelor's degree in traditional medicine equivalent to a doctor's degree; Traditional medicine physicians;- Doctors not specializing in traditional medicine;- General physicians.
Third: Individuals permitted to prescribe finished products:
- Individuals permitted to prescribe herbal medicine as mentioned above;- Traditional medicine practitioners.
Fourth: Individuals with a family remedy practice certificate are only permitted to prescribe family remedies approved by competent authorities.
In addition, this new Circular stipulates three forms of prescribing traditional medicine and herbal medicine as follows:
- Separately prescribing decoction, finished products, and herbal medicine.- Prescribing family remedies.- Prescribing a combination of finished products and decoction.
