The Ministry of Labor, Invalids and Social Affairs has recently issued Official Dispatch 4534/LDTBXH-VP providing guidance on the review and recommendation for commendation on the occasion of the 2017 year-end summary as follows:
Standards for Proposing Ministerial Emulation Flag for Units and Localities
The title "Ministerial Emulation Flag" is awarded to units and localities with the most outstanding achievements within their respective emulation groups, blocks, as determined, evaluated, and selected by the Ministry's Emulation - Commendation Council based on the extent of exceeding the targets and tasks assigned by the Ministry, Sector, and units in 2017, and having significant achievements in:
- Implementing Directive 18/CT-TTg dated May 19, 2016, from the Prime Minister of Vietnam, which launched the emulation to successfully carry out the socio-economic development tasks for 2016 and the 5-year plan (2016-2020) in accordance with the Resolution of the XII National Congress of the Communist Party;- The emulation movement "The whole country joins hands for the poor - No one is left behind" initiated by the Prime Minister of Vietnam...- Leading the emulation movements initiated by the Ministry, proactively constructing, launching, and directing regular emulation movements, as well as periodic (thematic) emulation within the unit and locality.- Creating new factors, new models for other localities and units to learn from.
Standards for Awarding for Collectives and Individuals of Units
The "Grassroots-level Emulation Fighter" title is awarded to individuals who, in 2017, have at least one initiative or solution recognized by the unit's Initiative Council or Scientific Council. That initiative or solution must be applied in practice and bring about practical effectiveness. The proportion of individuals recognized will not exceed 15% of the total number of individuals achieving the "Advanced Labor" title of the unit.
The Minister's Certificate of Commendation is considered for individuals who have continuously achieved the title of "Grassroots-level Emulation Fighter" for two consecutive years (2016, 2017) and for collectives that have continuously achieved the title of "Excellent Labor Collective" for two consecutive years (2016, 2017). The commendation proposal ratio: Individuals not exceeding 15% of the total number of officials and public employees and workers of the unit; collectives not exceeding 30% of the total number of collectives of the unit.
For heads of units, follow Clause 2, Article 25 of Circular 30/2014/TT-BLDTBXH, specifically in the unit's emulation evaluation minutes, it must reflect the unit's Emulation - Commendation Council's assessment of the individual unit head's execution of professional tasks, management, and administration... the emulation title and form of commendation that the unit's Emulation - Commendation Council has unanimously proposed for the Ministry’s Emulation - Commendation Council to review and submit to the Minister for consideration and decision.
Commendation according to the content of Official Dispatch 750/LD-TBXH-VP dated March 11, 2016, guiding commendation for individuals with dedicated contributions.
Standards for Awarding Certificate of Commendation for Collectives and Individuals in Localities
Localities need to choose collectives and individuals with significant contributions to the tasks of the unit in the two years: 2016 and 2017, as evaluated and honored by the Provincial Emulation - Commendation Council.
Particularly, in 2017, actively participating in emulation movements launched by the Prime Minister of Vietnam, the Minister of Labor, Invalids, and Social Affairs (LDTB&XH), the Chairman of the Provincial People's Committee, and the Director of the Provincial Department of Labor, Invalids, and Social Affairs (LDTB&XH), contributing to effectively implementing labor, meritorious contributors, and social affairs.
The proposal ratio: Individuals not exceeding 10% of the total number of officials and public employees and workers of the unit; collectives not exceeding 15% of the total number of collectives of the unit.
Some Principles in Commendation
- Not considered for awarding to collectives and individuals:- Not registered in the emulation covenant;- Inadequate dossiers or dossiers sent after the deadline;- Not considered for awarding to collectives and individuals under inspection or audit;- When considering commendation, the achievements should be proposed at an appropriate level, not necessarily higher in subsequent recommendations.- Mainly commend within authority and propose commendation at ministerial, sectoral, and local levels. Focus on officials, public employees, and workers with many achievements but without leadership positions;- Achievements proposed for commendation at ministerial or state levels must be exemplary, outstanding, and influential within the Ministry, Sector and be highly agreed upon by the base Emulation - Commendation Council after discussion.- The Ministry's Emulation - Commendation Council will only consider and submit to the Minister for awarding Certificates of Commendation to collectives and individuals who have not been awarded in the 2016 year-end review and not received the Minister’s Certificate of Commendation in 2017.
