According to the provisions of Article 13 of the 1995 Ordinance on Diplomatic Ranks and Titles, diplomatic officials are considered for the rank of Ambassador when they meet the following criteria:
First, loyalty to the Socialist Republic of Vietnam.
Second, possessing good political and ethical qualities; thoroughly grasping and being capable of properly implementing the guidelines and policies of the Communist Party and the State on domestic and foreign affairs.
Third, holding a university-level education and advanced political qualifications.
Fourth, receiving formal training in diplomacy, being proficient in at least one foreign language; having spent 10 years or more working in the diplomatic sector, and accumulating extensive experience in foreign affairs.
Fifth, serving as Minister, Deputy Minister or equivalent, Director General, Deputy Director General or equivalent, senior expert, or having been the head of the representative office of the Socialist Republic of Vietnam abroad, with significant contributions to Vietnam's diplomatic activities.
