On December 27, 2013, the Minister of Information and Communications issued Circular 24/2013/TT-BTTTT stipulating judicial expertise in the field of information and communications in Vietnam.

According to Article 3 Circular 24/2013/TT-BTTTT, the criteria for the appointment of judicial expert in Vietnam are prescribed as follows:
Criteria for the appointment of judicial expert in Vietnam are implemented in accordance with Clause 1, Article 7 of the Law on Judicial Expertise.
The standard "Having a university degree or higher" as stipulated in Point b, Clause 1, Article 7 of the Law on Judicial Expertise is having a bachelor's degree, master's degree, or doctoral degree issued by an educational institution in Vietnam (in case the bachelor's degree, master's degree, or doctoral degree is issued by a foreign educational institution, such degrees must be recognized in Vietnam according to the legal provisions on education and international treaties to which the Socialist Republic of Vietnam is a signatory) in one of the following fields:
- Journalism;
- Publishing (including: publishing, printing, distribution);
- Postal services;
- Telecommunications;
- Information Technology;
- Electronics;
- Broadcasting, Television;
- Law;
- Economics;
- Other training fields suitable for the professional field requested for appointment.
More details can be found in Circular 24/2013/TT-BTTTT, which comes into effect in Vietnam from February 15, 2014.
