On April 12, 2018, the Government of Vietnam promulgated Decree 52/2018/ND-CP stipulating the development of rural occupations.
To be recognized as a traditional craft, craft village, or traditional craft village, the following criteria must be met:
1. Activities in rural trades such as:
- Processing and preserving agricultural, forestry, and aquatic products;- Producing handicrafts;- Processing materials for rural trade production;- Producing wooden products, bamboo and rattan weaving, ceramics, glass, textiles, fibers, embroidery, knitting, and small-scale machinery;- Producing and trading ornamental creatures;- Producing salt;- Services supporting production and rural residential life.
2. Criteria for recognizing traditional crafts:
- The craft has existed locally for over 50 years and continues to develop up to the time of the recognition proposal.- The craft produces products reflecting the ethnic cultural identity.- The craft is associated with the name of one or several artisans or the name of the craft village.
3. Criteria for recognizing craft villages:
- At least 20% of the total households in the locality participate in one or more of the activities or rural trades specified in Article 4 of Decree 52.- Stable business operations for a minimum of 2 consecutive years up to the time of the recognition proposal.- Compliance with the current legal regulations on environmental protection for craft villages.
4. Criteria for recognizing traditional craft villages:
A traditional craft village must meet the criteria for a craft village mentioned above and have at least one traditional craft as specified in criterion number 2.
