On May 10, 2024, the Minister of Labor - Invalids, and Social Affairs of Vietnam issued Circular 05/2024/TT-BLDTBXH regulating the professional and expertise standards of vocational education teachers.
Criteria for professional standards of vocational intermediate-level teachers in Vietnam as of June 25, 2024
(1) Criterion 1 on Training level
- The training level of vocational intermediate-level teachers shall be implemented according to the provisions of Article 2 and Article 4 of Article 54 of the Law on Vocational Education.
- The certificates of vocational skills for teaching and practicing at the intermediate level are specified as follows:
+ Artisan of Merit, Artists of Merit, Doctors of Merit, Teachers of Merit and above;
+ Doctorate degree or higher; Engineering degree;
+ Bachelor's degree or equivalent for certain disciplines: Arts (except for theoretical, historical, and critical art disciplines; theoretical, historical, and critical theater disciplines; theoretical, historical, and critical film, television disciplines; theoretical, historical, and critical dance disciplines); Physical Education, Sports (except for Sports Management); Computer Science and Information Technology; Accounting; Restaurant and Catering Management; Teacher training (English, Russian, French, Chinese, German, Japanese, Korean; Physical Education; Sports Training); Foreign Languages, Literature, and Culture;
+ College diploma, vocational college diploma; Certificate of professional competence for seafarers as defined by the International Convention on Training Standards, Certification, and Watchkeeping for Seafarers (STCW Convention); Intermediate diploma for circus and variety arts; Certificate of practical vocational skills at the advanced vocational level; Vocational practice certificate or professional practice license as required by law;
+ National skill certificate level 2; Excellent skill certificate in national skill competitions; Certificate of level 4/7 or 3/6 or above;
+ German National Vocational Skill Certificate level 4 (Niveau 4 DQR); Australian Diploma, Advanced Diploma; National Vocational Skill Certificate level 3 or above (Level 3 as prescribed in the National Occupational Skill Standard) of Malaysia;
+ National, regional, international awards, or certificates of training for students who have won national, regional, international awards in vocational education;
+ Other diplomas, certificates, certifications, titles as prescribed by law.
(2) Criterion 2 on Pedagogical qualification
Possess one of the following pedagogical diplomas or certificates:
- Bachelor's degree in teacher training; college's degree in pedagogy major, college's degree in engineering education major.
- Vocational pedagogy certificate; vocational pedagogy certificate at the college level, intermediate level; vocational pedagogy certificate for teaching at the intermediate vocational level, vocational college level; second-level pedagogy refresher certificate.
- Vocational pedagogy certificate for teaching at the intermediate level; pedagogy refresher certificate for professional teachers at the intermediate level or above.
(3) Criterion 3 on Foreign Language Proficiency
Have foreign language proficiency that meets the requirements for performing tasks according to the job position of vocational education teachers teaching at the intermediate level.
(4) Criterion 4 on Information Technology Application Skills
Have information technology application skills that meet the requirements for performing tasks according to the job position of vocational education teachers teaching at the intermediate level.
(5) Criterion 5 on Learning and Professional Development
- Participate in internships at enterprises or professional agencies annually as prescribed.
- Participate in training courses and professional development from the grassroots level upwards each academic year to improve professional competence, update knowledge, vocational skills, new technologies, digital transformation, and teaching methods.
