Regarding this matter, LawNet would like to answer as follows:
On May 10, 2024, the Minister of the Ministry of Labor - Invalids and Social Affairs issued Circular 05/2024/TT-BLDTBXH regulating the professional standards and qualifications of vocational education teachers.
(1) Criterion 1 on Qualification
- Qualification of vocational college teachers shall comply with the provisions of Article 3 and Article 4 of Law on Vocational Education.
- The skill certificates required for vocational college-level teachers are as follows:
+ Titles of Artisan of Merit, Artist of Merit, Doctor of Merit, Teacher of Merit and above;
+ Specialist doctorate degree or higher; Engineer degree;
+ Bachelor's degree or equivalent for certain fields and groups of fields: Arts (except for fields: Theory, History and Criticism of Fine Arts; Theory, History and Criticism of Theater; Theory, History and Criticism of Film, Television; Theory, History and Criticism of Dance); Physical Education and Sports (except for the field of Sports Management); Computer Science and Information Technology; Accounting; Restaurant Management and Food Service; Teacher Training (English, Russian, French, Chinese, German, Japanese, Korean; Physical Education; Sports Training); Foreign Languages, Literature, and Culture;
+ Associate degree, vocational college diploma; Vocational skill certificates at the vocational college level; Vocational practice certificate or professional practice license as regulated by law; Certificate of professional competence of seafarers under the International Convention on Training, Certification and Watchkeeping for Seafarers (STCW Convention);
+ National Vocational Skill Certificate Level 3; Excellent National Vocational Skill Certificate in national skill competitions; Certificate of 5th/7th grade or higher;
+ Level 4 National Qualifications Framework (Niveau 4 DQR) of the Federal Republic of Germany; vocational skill certificates at the diploma, advanced diploma level in Australia; National Vocational Skill Certificate Level 3 (Level 3 as prescribed in the National Occupational Skill Standard) or higher in Malaysia;
+ National, regional, and international awards; Certificates of training for students who have won national, regional, and international awards in the field of vocational education;
+ Other diplomas, certificates, certifications, and titles as prescribed by law.
(2) Criterion 2 on Pedagogical qualification
Provide one of the following proofs of pedagogical qualification:
- Bachelor's degree in teacher training; Pedagogical college diploma, pedagogical technical college diploma.
- Pedagogical practice certificate for teaching vocational college level, teaching intermediate level; Pedagogical practice certificate for teaching college level, teaching intermediate level; Pedagogical practice certificate for teaching vocational education; Pedagogical practice certificate for teaching college level; Pedagogical professional development certificate for university and college lecturers.
(3) Criterion 3 on Foreign Language Proficiency
Have foreign language proficiency that meets the requirements for performing tasks according to the job position of vocational education teachers teaching at the college level.
(4) Criterion 4 on Information Technology Application Skills
Have information technology application skills that meet the requirements for performing tasks according to the job position of vocational education teachers teaching at the college level.
(5) Criterion 5 on Learning and Professional Development
- Participate in internships at enterprises or specialized agencies annually, as regulated.
- Participate in training and advanced training courses at the local level and above each academic year to improve professional and vocational competence; update knowledge, skills, new technologies, digital transformation, teaching methods; enhance research and application of relevant professional documents or teaching materials in the academic year.
