1. What is the Vietnam Association of Thermal Science and Technology?

According to Clause 1, Article 2 of Decision 841/QD-BNV in 2022, the Vietnam Thermal Science and Technology Association (hereinafter referred to as the Association for short) is a socio-professional organization of Vietnamese organizations and citizens that have been and are engaged in activities related to the thermal engineering industry nationwide.

The purpose of the Association is to gather and unite members; protect the legitimate rights and interests of members; support each other to operate effectively in the field of thermal engineering according to the guidelines of the Party; policies and laws of the State; and contribute to promoting the country's socio-economic development.

2. Classification of Vietnam Association of Thermal Science and Technology Members

Specifically, in Clause 1, Article 8 of Decision 841/QD-BNV in 2022, members of the Vietnam Association of Thermal Science and Technology include:

- Official members: Vietnamese organizations and citizens who have been working in the fields directly related to science, technology, and socio-economic development of the country and have met the criteria specified in Point a. 3; endorse the Charter of Vietnam Thermal Science and Technology Association, voluntarily applied to join the Association and were considered and decided to be admitted by the Association;

- Affiliate members: Vietnamese organizations and citizens engaged in activities related to the Association's field of activity, making positive contributions to the Association's development; endorsing the Charter of the Vietnam Thermal Science and Technology Association; voluntarily submitting an application to join the Association, and being considered and recognized by the Association;

- Honorary member: Vietnamese organization or citizen There are no conditions or not enough criteria to become an official member, but you must make positive contributions to the development of the Association and approve the Charter of the Vietnam Association of Thermal Science and Technology, which was considered and recognized by the Association.

3. Official membership requirements of Vietnam Association of Thermal Science and Technology

To become a main member of the Vietnam Association of Thermal Science and Technology, individuals and organizations must meet the standards specified in Clause 2, Article 8 of Decision 841/QD-BNV in 2022, specifically as follows:

- Organized members:

+ Organizations with Vietnamese legal status are enterprises, scientific and technological research organizations established in accordance with the law and operating in fields directly related to the thermal engineering industry. They have a voluntary application to register to participate in the Association's activities.

+ Members of organizations joining the Association must have a representative who is a Vietnamese citizen with a university degree or higher, political ideology, and moral qualities.

- Vietnamese citizens who are full 18 (eighteen) years of age or older, have full civil act capacity, a college or university degree or higher, and have been doing management and scientific research in fields directly related to the thermal engineering industry, with political ideology and good moral character, are all eligible to become full members of the Association. 

4. Rights and obligations of Vietnam Association of Thermal Science and Technology members

4.1. Rights of Vietnam Association of Thermal Science and Technology Members

Official members of the Association enjoy the following rights:

- To have the right to participate in discussions and vote on programs and plans of activities of the Association; to have the right to propose and express opinions on the guidelines and policies of the Party and the State related to the field and scope of activities of the Association in accordance with the Charter and provisions of law.

- To have their legitimate rights and interests protected in professional activities in accordance with the law and the Association's Charter. To attend the General Meeting, to stand for election, and to be elected to the positions of leadership and the Inspection Committee in accordance with the Association's regulations

- To be questioned about all activities of the Association. To be sent to conferences, seminars, professional training, and scientific research; to support publication; and to publish research works in Association journals in accordance with the Charter and legal provisions.

- To be allowed to leave the Association after reporting to the Association and considering that it is impossible to continue to participate as a member.

- To be introduced to eligible citizens and organizations to join as members and to be considered and rewarded by the association if they have made many positive contributions to the development of the Association in accordance with the Association's regulations, the Charter and regulations of the Association.

- To be granted the card "Member of the Vietnam Association of Thermal Science and Technology."

The Association's Executive Board shall specify the issuance, management, and management of membership cards.

- Associate members and honorary members shall receive the same rights and obligations as full members, except for the right to vote on matters of the Association and to stand for election to the Executive Committee and Inspection Committee of the Association.

4.2. Obligations of Members of The Vietnam Association of Thermal Science and Technology

Official members of the Association must fulfill the following meanings:

- To abide by the Association's Charter, the resolutions of the General Assembly, the decisions of the Executive Board, and the Standing Board of the Association.

- To strictly implement the guidelines of the Party, policies, and laws of the State, preserving prestige and ethics in professional activities.

- To unite and build the Association to develop strongly for the common interests of the Association, its members and the country; building cooperative and supportive relationships among members.

- To pay membership fees according to the Association's regulations, honorary members and associate members do not have to pay membership fees but can mobilize organizations and individuals to support the Association's activities.

- To protect the reputation of the Association, not to arbitrarily act on behalf of the Association or represent the Association in relations and transactions without being assigned or introduced in writing by the Association.

- To implement the information and reporting regime in accordance with the Association's regulations, the Association's Charter and regulations of law.

- The Association's Executive Board shall specify the level of membership fee payment in accordance with the Association's charter and regulations of law.

Decision 841/QD-BNV takes effect from October 26, 2022.
