On May 15, 2014, the Ministry of Education and Training of Vietnam issued Circular 15/2014/TT-BGDDT on the Regulation of Master’s Training.

Under the Regulations for Master's Training issued as attached to Circular 15/2014/TT-BGDDT, the criteria for matriculation, admission, and enrollment for master's programs in Vietnam are as follows:
1. Candidates eligible for consideration for matriculation must achieve 50% of the score scale for each paper or test (after adding priority points, if any).
2. The enrollment council will determine the matriculation score method based on the targets announced for each training major or specialty and the total scores of two papers or tests of each candidate (excluding foreign language scores).
3. Where multiple candidates have the same total scores for the two papers or tests mentioned above (including any added priority points), the selection of those admitted is prioritized as follows:
+ Female candidates are prioritized; the Ministry of Education and Training, in collaboration with relevant ministries and sectors, devises, submits to the competent authority for promulgation, guides, and organizes the implementation of the appropriate male-to-female ratio regulations, granting women the right to choose or prioritizing women when they meet the same conditions and standards as men in their studies, training, and fostering.
+ Candidates with higher scores in the key subject of the major or specialty;
+ Candidates exempt from the foreign language exam or those with higher scores in the foreign language paper.
4. Foreign nationals wishing to pursue a master's degree in Vietnam are assessed for admission by the head of the training institution based on the training major, academic performance of the undergraduate program, language proficiency as required by the training program, and proficiency in Vietnamese; where there are international treaties or cooperation agreements between the Government of Vietnam and foreign governments or international organizations regarding the admission of foreign nationals for master's programs in Vietnam, the provisions of such international treaties or cooperation agreements apply.
