Criteria for Identifying Experts Participating in Activities Supported by Scheme 844

Circular 01 clearly states that startup innovation experts will receive support policies from the State. The criteria for identifying experts participating in activities supported by Scheme 844 are specified as follows:

For startup innovation training experts: Must have experience in training activities and capacity building for startup innovation for one or several of the following subjects:

- Individuals, groups of individuals, startup innovation enterprises;- Investors, advisors, coaches, agencies, units, organizations participating in startup innovation support activities.

For experts consulting on innovation startup support policies: Must have experience participating in one or several of the following activities:

- Researching, developing, and implementing legal normative documents to foster the innovation startup environment;- Supporting localities and enterprises in implementing policies and laws on innovation startups;- Evaluating impacts, providing feedback, and recommending policy and legal improvements on innovation startups.

For experts providing support consulting for innovation startups: Must have experience in consulting on management, developing business models, network development, communication, and international relations for innovation startups:

- Marketing and promoting products and services;- Exploiting technology and invention information;- Payment and finance;- Evaluating and valuing scientific research and technological development results, intellectual property assets;- …
