On October 02, 2014, the Ministry of Education and Training issued Circular 33/2014/TT-BGDDT promulgating regulations on standards for assessing the quality of nursing training programs at university and college levels.

Circular 33/2014/TT-BGDDT stipulates the standards for evaluating graduates and employment advisory activities in the nursing sector at higher education level. To be specific:
- Perform well in evaluating graduates.
- Develop sets of standards for evaluating graduates in terms of qualities, political ideology, professional ethics, and competencies;
- Use the evaluation standards for graduates according to the correct scientific processes and methods;
- Ensure the evaluation is fair, objective, and results are accurate.
- Evaluate the employment situation of graduates.
- Have a specialized department for managing affairs related to graduates after graduation;
- Develop a database on graduates after graduation and regularly update the information;
- Periodically conduct surveys on the employment situation of graduates after graduation.
- Implement career and job counseling activities for graduates.
- Annually, organize career and job counseling activities for students about to graduate;
- Students are trained and advised on job-seeking skills;
- Maintain regular contact with employers and graduates to provide counseling and job introductions for students.
