Criteria for Evaluating Enterprise Managers under the Ministry of National Defense for Outstanding Task Completion

According to Clause 3, Article 1 of Circular 105/2018/TT-BQP, amending and supplementing Article 13 of Circular 147/2016/TT-BQP, managers who are evaluated as having excellently completed tasks must meet all of the following criteria:

- The enterprise completes 100% of the tasks assigned according to the production and business plan and building the unit approved by the competent authority. To be specific:- There are 5 consolidated indicators, including: Revenue, profit after tax, budget contribution, average income and/or labor productivity, profit after tax/equity, achieving 100% or more compared to the approved production and business plan;- Financial monitoring results, performance evaluation, and enterprise rating by the Ministry of National Defense for enterprises according to Circular No. 48/2017/TT-BQP dated March 5, 2017 of the Ministry of National Defense promulgating regulations on financial monitoring, performance evaluation for state-owned enterprises and enterprises with state capital under the Ministry of National Defense (hereinafter abbreviated as Circular No. 48/2017/TT-BQP): The enterprise is rated A, financially safe;- The enterprise achieves a comprehensively strong unit, with a clean, strong Communist Party cell as prescribed by the competent authority;- The enterprise achieves absolute safety as prescribed by the Ministry of National Defense, except in cases of force majeure due to performing military, defense tasks or due to objective reasons as prescribed by law;- Exemplary compliance with the guidelines, policies of the Communist Party, laws of the State; laws on anti-corruption; practice thrift, combat waste; strict compliance with regulations, decisions of the Ministry of National Defense; regulations of the direct superior managing the enterprise; internal rules, regulations of the enterprise;- Having good political and ethical qualities; living a healthy lifestyle; having a standard working style; being a party member with an excellent task completion record;- Leading, managing, directing, and operating affiliated units or fields of responsibility, completing the assigned tasks well;- Participating in at least one social activity organized by the Ministry of National Defense or their enterprise.
