Criteria for evaluating and recognizing commune-level "Learning Community" level 1 in Vietnam (Internet image)
On December 27, 2023, the Minister of Education and Training issued Decree 20/2014/ND-CP regulating the assessment and recognition of "Learning Community" at commune, district, and provincial levels in Vietnam.
(1) Criterion 1: Leadership and direction of the Party Committee and commune-level authorities
- Target 1: Carry out propaganda work to raise awareness for the community about lifelong learning and build a learning society;
- Target 2: Develop programs and plans to implement the work of building an annual learning society and organize and fully implement programs and plans;
- Target 3: Develop plans and implement specific activities to organize the Lifelong Learning Response Week and report according to regulations.
(2) Criterion 2: Mobilize resources and create a favorable environment to build a learning society at the local level
- Target 1: Arrange sufficient funding from the annual state budget according to the provisions of the law on the state budget to build a learning society;
- Target 2: Implement advocacy activities and mobilize social resources to participate in building a learning society in the locality according to the policy of socialization and achieve positive results;
- Target 3: Develop a coordination mechanism between the Commune Study Promotion Association, commune-level socio-political organizations and educational establishments, and cultural institutions in the commune in the process of building a learning society.
(3) Criterion 3: Operational efficiency of community learning centers, commune-level public libraries, and commune-level cultural and sports centers
- Target 1: The community learning center ensures to have 01 working room with tables, chairs, cabinets, and shelves; shared bookcases; and appropriate information technology equipment to organize lifelong learning activities for people;
- Target 2: Commune-level public libraries apply information technology and digital transformation in the management and organization of activities to serve lifelong learning for library users;
- Criteria 3: The commune-level cultural and sports center has gifted classes, clubs, and interest groups and regularly organizes cultural, artistic, and sports activities to attract people to participate.
(4) Criterion 4: Results of Universal Education—Eradication of illiteracy
- Target 1: The commune meets the standards of universal preschool education for 5-year-old children as prescribed in Decree 20/2014/ND-CP;
- Target 2: The commune meets the standard of universal primary education level 2 as prescribed in Decree 20/2014/ND-CP;
- Target 3: The commune meets the standard of universalization of secondary education level 2 as prescribed in Decree 20/2014/ND-CP;
- Indicator 4: The commune meets illiteracy eradication standard level 1 as prescribed in Decree 20/2014/ND-CP.
(5) Criterion 5: Effects of Building a "Learning Community" at the Community Level
- Target 1: At least 60% of citizens in the commune achieve the title "Learning Citizen" as prescribed in Decision 324/QD-KHVN dated October 25, 2023;
- Target 2: At least 50% of citizens in the commune are trained in professional and technical qualifications; of which at least 12% have university degrees or higher. In communes in difficult areas, at least 40% of the citizens are trained in professional and technical qualifications, of which at least 10% have university degrees or higher.

- Indicator 4: The commune meets level 2 literacy standards as prescribed in Decree 20/2014/ND-CP.
(5) Criterion 5: Effects of Building a "Learning Community" at commune level
- Target 1: At least 80% of citizens in the commune achieve the title "Learning Citizen" as prescribed in Decision 324/QD-KHVN;
- Target 2: At least 60% of citizens in the commune are trained in professional and technical qualifications, of which at least 15% have university degrees or higher. In communes in difficult areas, at least 50% of the citizens are trained in professional and technical qualifications, of which at least 12% have university degrees or higher.
