Criteria for establishment of road user charges toll plazas in Vietnam

This is an important content of the Circular No. 15/2020/TT-BGTVT on operation of toll plazas, issued by the Ministry of Transport of Vietnam on July 22, 2020.

Specifically, according to Article 4 of the Circular No. 15/2020/TT-BGTVT of the Ministry of Transport of Vietnam, criteria for establishment of toll plazas are as follows:

- Must be situated within the range of the projects.

- Must be approved by competent authorities in the feasibility study of the investment projects.

- Must be guaranteed in terms of investment effectiveness of the projects.

- Must apply innovative and modern technology for collecting road user charges.

- Must publicize the position of toll plazas.

- Projects that take place on local roads which connect with investment projects in the form of public-private partnerships on national highways require consensus from the Ministry of Transport.

Toll plazas refer to where road user charges are collected and applicable to road vehicles. Toll plazas after meeting the establishment criteria shall be assigned for toll collectors, which is an entity assigned or permitted by competent authorities to collect road user charges.
