On November 15, 2019, the Ministry of Science and Technology signed and issued Circular 12/2019/TT-BKHCN stipulating criteria for identifying water-saving products and equipment.

Article 4 of Circular 12/2019/TT-BKHCN stipulates that water-saving products and devices are those that meet the following criteria:
- The function of the product or device ensures suitability for use according to the standards published for the product or device;- The water efficiency level complies with the corresponding national standards announced by the Ministry of Science and Technology for water-saving products and devices.
Furthermore, the water efficiency of water-saving products and devices is categorized into three levels to reflect the degree of water savings. Water efficiency increases progressively from level 1 to level 3, where level 1 represents the lowest water efficiency corresponding to the least water savings, and level 3 represents the highest water efficiency corresponding to the most water savings. The water efficiency of the product or device is determined according to the corresponding national standards.
In addition, this Circular also stipulates the method for determining the criteria for water-saving products and devices in accordance with the relevant national standards for each product or device. Among these, water-saving sanitary and household devices are listed in the Catalogue of Water-Saving Sanitary and Household Products and Devices as prescribed in Annex I issued alongside this Circular.
