Regarding this issue, LawNet would like to answer as follows:
On February 27, 2024, the Government issued Decree No. 25/2024/NĐ-CP regulating the consideration for the titles "People's Doctor" and "Doctor of Merit."
Criteria for consideration for the title "Doctor of Merit" in Vietnam as of February 27, 2024
According to Article 8 of Decree 25/2024/ND-CP, individuals who are not currently working in border areas, on the sea, islands, or socio-economically difficult areas must meet the standards specified in points a, b, and c of Clause 3 of Article 65 of the Law on Emulation and Commendation 2022. They must also have outstanding talent in research and development in medical science, technology, and healthcare and meet one of the following criteria:
- Head of at least 2 scientific and technological tasks at the grassroots level that have been accepted, evaluated, and ranked as at least "satisfactory."
- Member of the research team responsible for at least 2 scientific and technological tasks at the ministerial or provincial level that have been accepted, evaluated, and ranked as at least "satisfactory."
- Secretary of at least 1 scientific and technological task at the ministerial or provincial level that has been accepted, evaluated, and ranked as at least "satisfactory."
- Member of the research team responsible for at least 1 national-level scientific and technological task that has been accepted, evaluated, and ranked as at least "satisfactory."
- Head of at least 1 scientific and technological task at the grassroots level and member of the research team responsible for at least 1 scientific and technological task at the ministerial or provincial level that have been accepted, evaluated, and ranked as at least "satisfactory."
- Author of at least 1 applied innovation with high efficiency, widely recognized and acknowledged by ministries, departments, industries, and provinces.
There are no requirements for scientific and technological tasks or innovations for individuals working in border areas, on the sea, islands, or socio-economically difficult areas as stipulated by the Government and working in the fields of preventive medicine, geriatrics, psychiatry, pathology, forensic medicine, forensic psychiatry, dangerous disease prevention, emergency medical services, or detention facilities.
Individuals mentioned above must have excellent achievements in healthcare and meet one of the following criteria:
+ Awarded the Labor Order, or Fatherland Defense Order Third Class or higher.
+ Awarded at least 1 Certificate of Commendation from the Prime Minister.
+ Awarded at least 3 Certificates of Commendation at the ministerial, departmental, provincial, or district level.
+ Awarded the title of Emulation Fighter at the ministerial or provincial level at least twice and at least 1 Certificate of Commendation at the ministerial, departmental, provincial, or district level.
+ Awarded the title of Emulation Fighter at the grassroots level at least 6 times and at least 2 Certificates of Commendation at the ministerial, departmental, provincial, or district level.
- Individuals who are appointed to managerial positions for more than 36 months from the time of their appointment to the submission of their application, including leaders and deputy leaders, in addition to meeting the above criteria, if they participate in the consideration for the titles "People's Doctor" or "Doctor of Merit," the collective bodies managed by these individuals must meet one of the following criteria:
+ Three consecutive years recommended for conferral, recognized as "Advanced Labor Collective" or "Advanced Unit," including two instances of being recognized as "Excellent Labor Collective" or "Determined-to-Win Unit."
+ Having been awarded emulation titles and forms of commendation from the ministerial, departmental, branch, provincial, or higher levels.
- Individuals working in border areas, on the sea, islands, or socio-economically difficult areas as stipulated by the Government must meet the criteria specified in points a, b, and c of Clause 3 of Article 65 of the 2022 Law on Emulation and Commendation, as well as the following criteria: at least 5 years of successfully completing tasks at the time of the conferral, including at least 3 years of outstanding task completion, and being awarded at least 1 Certificate of Commendation at the ministerial, departmental, provincial, or district level.
