On April 2, 2024, the Government issued Decree 35/2024/ND-CP on the regulations for consideration for awarding the "People's Teacher" title and the "Teacher of Merit" title in Vietnam.

Criteria for consideration for awarding the title "People's Teacher" in Vietnam as of May 25, 2024

The "People's Teacher" title is awarded to individuals who are loyal to the Fatherland, faithfully follow the Party's guidelines; comply with the policies and laws of the State; have good moral qualities belonging to subjects specified in Article 2, Clause 1 of Decree 35/2024/ND-CP; have been awarded the "Teacher of Merit" title; and meet the following criteria:

(1) Teachers who have directly taught other people for 20 years or more; for educational management officials at educational institutions, educational management agencies, and educational researchers, they must have worked in the field for 25 years or more, including at least 15 years of direct teaching.

(2) They must be dedicated to the profession, show love and respect for the students, have professional credibility, have a wide influence in the sector and society, serve as role models, excel in innovative management, teaching, and nurturing, possess advisory and support capabilities for colleagues in professional and vocational activities, actively participate in social activities, make significant contributions to the community, and the cause of education and training, and be respected by students, colleagues, and the people.

(3) People who meet the criteria of excellent pedagogical talents are stipulated as follows

- Teachers, management officials at preschools that are not teachers, management officials at educational institutions working for 05 years or more in areas with extremely disadvantaged socio-economic conditions or schools, classes for people with disabilities, inclusive education development support centers, must meet the following criteria:

+ Author of 01 recognized initiative that is effective in teaching or management, with the ability to replicate it at the department, division, sector, or province level;

+ Participating in compiling 01 training document according to the training programs at the department, division, sector, or province level, organized by the department, or participate in compiling 01 specialized report at conferences or professional workshops organized by the department, division, sector, or province, or participate in compiling, developing preschool education programs approved by the Ministry of Education and Training;

- Teachers, management officials at general education institutions, continuing education institutions, boarding ethnic general schools, semi-boarding ethnic general schools, reform schools, talent schools, preparatory universities, vocational education centers, intermediate schools that are not teachers, management officials at educational institutions working for 05 years or more in areas with extremely disadvantaged socio-economic conditions or schools, classes for people with disabilities, and inclusive education development support centers, must meet the following criteria:

+ Author of 01 recognized initiative that is effective in teaching or management, with the ability to replicate at the department, division, sector, or province level, or head of 01 provincial-level scientific and technological task that has been accepted at the achieved level;

+ Participate in compiling 02 training documents according to the training programs at the department, division, sector, province level, organized by the department; or participate in compiling 02 specialized reports at conferences, professional workshops organized by the department, division, sector, province; or participate in compiling, developing programs, textbooks, and the and the curriculum of local education, approved by the Ministry of Education and Training, and relevant levels according to their authority; or be the chief editor of 01 textbook or head of 02 scientific and technological tasks at the grassroots level or higher, which have been accepted;

- Teachers, management officials at colleges, district-level political training centers, provincial political training centers, training institutions for officials and public employees of ministries, departments, and sectors must meet the following criteria:

+ Author of 02 recognized initiatives that are effective in teaching or management, with the ability to replicate at the department, division, sector, or province level, or head of 01 provincial-level scientific and technological task that has been accepted at the achieved level;

+ Author of 03 scientific papers; chief editor of 01 textbook or lead the compilation of 03 training documents according to the training programs organized by the department, division, sector, or province;

- Teachers, management officials at universities, and educational research officers must meet the following criteria:

+ Head of 01 national-level scientific and technological task, which has been accepted from the achieved level, or head of 02 provincial-, miniterial-level scientific and technological tasks, which have been accepted from the achieved level;

+ Author of 10 scientific papers; chief editor of 01 textbook; guide 02 doctoral students who have successfully defended their doctoral dissertations;

- management officials at education management agencies at the departmental level, provincial level must meet the following criteria:

+ Author of 03 recognized initiatives that are effective in nurturing, teaching, or management, with the ability to replicate at the department, division, sector, or province level, or head of 01 provincial-level scientific and technological task that has been accepted at the achieved level;

+ Participating in compiling 02 training documents according to the training programs at the department, division, sector, and province level, organized by the department, or participate in compiling 02 specialized reports at conferences or professional workshops organized by the department, division, sector, and province;

- management officials at education management agencies at the general department, ministry, department, and sector level must meet the following criteria:

+ Head of 01 national-level scientific and technological task, which has been accepted from the achieved level, or head of 02 provincial-level scientific and technological tasks, which have been accepted from the achieved level;

+ Author of 05 scientific papers, chief editor of 01 textbook, or participate in drafting 05 legal normative documents that have been issued;

- Teachers and management officials at educational institutions who have been working for more than 5 years in economically and socially disadvantaged areas or in schools and classes for people with disabilities, inclusive education development support centers, must meet the following criteria:

+ Participate in the compilation of 01 training document according to the training programs organized by the ministry, department, industry, province, or department, or participate in the compilation of 01 specialized report at conferences, professional workshops organized by the ministry, department, industry, province, or department, or author 01 recognized effective initiative applied in teaching or management, with the ability to replicate within the ministry, department, sector, or province;

+ Provide effective measures and solutions to support the education and development of learners with special circumstances; establish classrooms; mobilize learners with special circumstances or difficult circumstances to attend school; and maintain the number of learners confirmed or rewarded by higher-level management agencies;

+ Meet the criteria for excellent pedagogical talent specified above, which are converted into equivalent units for the achievements listed in Appendix I, Appendix II attached to Decree 35/2024/ND-CP.

(4) They must have contributions and achievements in the field of education and training as follows:

- Have been awarded the title of provincial excellent teacher or awarded the title of Emulation Fighter at the ministry, department, sector, or province level once;

Have been awarded the Certificate of Commendation by the Prime Minister once, achieved the title of National Emulation Fighter once, or been awarded a medal. For teachers and management officials at preschools, primary schools, secondary schools, educational institutions, regular education centers, vocational education centers, and intermediate schools, they have been awarded the Certificate of Commendation twice according to their achievements at the ministry, department, sector, and province level;

- Meet the criteria for contributions and achievements in the field of education and training specified above are converted into equivalent units for the achievements listed in Appendix I attached to Decree 35/2024/ND-CP.

(5) For the heads, deputy heads of agencies, organizations, units, Chairpersons of University Councils, Vice Chairpersons of University Councils (if any); Chairpersons of School Councils, Vice Chairpersons of School Councils (if any); Directors, Deputy Directors of universities, academies; Rectors, Vice Rectors of higher education institutions and equivalent, the collective managed by individuals must achieve the title of "Advanced Labor Collective" or "Advanced Unit" for 03 consecutive years recommended for consideration, including 02 of the following titles of emulation, forms of commendation: "Excellent Labor Collective"; "Determined-to-Win Unit"; certificates of commendation at the ministry, department, industry, province level; flags of emulation at the ministry, department, industry, province level; titles of emulation, forms of commendation at the state level. In case the collective does not meet the criteria for recognition of the title "Advanced Labor Collective" or "Advanced Unit,"  it shall be replaced by flags of emulation at the ministry, department, sector, or province level, certificates of commendation at the ministry, department, sector, or province level, or titles of emulation, forms of commendation at the state level.
