Regarding this matter, LawNet would like to answer as follows: 

On April 19, 2024, the Government issued Decree 43/2024/ND-CP detailing regulation on consideration for awarding the "People's Artisan" title and LArtisan of Merit” title in handicrafts and fine arts

Criteria for consideration for awarding the title "People's Artisan" in handicrafts and fine arts in Vietnam as of June 6, 2024

According to Article 6 of Decree 43/2024/ND-CP, the title "People's Artisan" in handicrafts and fine arts is awarded to Vietnamese individuals working in the field of handicrafts and fine arts who have been awarded the title "Artisan of Merit" and meet the following criteria:

- Loyalty to the Socialist Republic of Vietnam; compliance with the Party's guidelines, the State's policies and laws, and the regulations of organizations and localities.

- Continuous work experience in the field of handicrafts and fine arts for 20 years or more.

- Good moral character, a role model in life; dedication and commitment to the craft; admired and respected by colleagues and the people; representing the preservation and promotion of cultural heritage in the field of handicrafts and fine arts nationwide.

- Outstanding knowledge and skills, specifically:

+ After being awarded the title "Artisan of Merit," the Artisan must personally design and create two new products or artworks with high economic, technical, and artistic value, meeting one of the following criteria: achieve second place or higher in national handicraft competitions organized by authorized agencies; be selected by the Vietnamese State to participate in activities in the field of handicrafts and fine arts with achievements from the third prize at the regional or international level; be recognized as outstanding by the competent state authority and evaluated at the national level in the field of handicrafts and fine arts;

+ In the case of "Artisan of Merit" over 70 years old who do not meet the criteria in this section, they must meet one of the following criteria: belong to ethnic minorities (currently working and living stably in ethnic minority areas for at least 5 years); have two or more products or artworks chosen as gifts by Party and State leaders to high-level foreign guests according to the regulations on foreign protocol; have works selected as exhibits by national museums; have works used in the restoration of historical-cultural relics (symbolic cultural works) at the national level.

- Significant contributions to the preservation and promotion of cultural heritage in the field of handicrafts and fine arts nationwide; possessing skills and secrets of the craft, transmit and teach the craft to 150 or more individuals, except for specific handicrafts or for individuals who have been practicing the craft for over 10 years at production facilities or individuals who have been awarded the title "Artisan of Merit" in handicrafts and fine arts by the State.

Rights and obligations of People's Artisans in handicrafts and fine arts in Vietnam

Individuals who are awarded the title "People's Artisan" or "Artisan of Merit" have the following rights and obligations:

- Receive badges, certificates from the President and accompanying rewards according to the law.

- Actively transmit and teach the craft, preserve the craft and rewarded artifacts; continuously improve skills and craftsmanship.

- Actively participate in activities to protect and promote the cultural heritage value in the field of handicrafts and fine arts initiated by provinces, cities, ministries, departments, central organizations, and associations.

- Other rights and obligations as prescribed by law.
