On April 2, 2024, the Government issued Decree 35/2024/ND-CP on consideration for awarding the titles of "People's Teacher" title and "Teacher of Merit" title.

Criteria for consideration for awarding Teacher of Merit title in Vietnam as of May 25, 2024

The "Teacher of Merit" title is awarded to individuals who are loyal to the Fatherland, implement well the Party's guidelines, policies, and state laws, have good moral qualities belonging to subjects specified in Article 2, Clause 1 of Decree 35/2024/ND-CP, and meet the following criteria:

(1) Teachers who have directly taught other people for 15 years or more; for educational management officials at educational institutions, educational management agencies, and educational researchers, they must have worked in the field for 20 years or more, including at least 10 years of direct teaching.

(2) Dedication, devotion to the profession, love, fair treatment, and respect for the dignity of learners; having a professional reputation and wide influence in the sector, field, or province; being an exemplary and outstanding teacher in innovation in management, teaching, and nurturing; having the ability to advise, consult, and support colleagues in professional activities, professional development; actively participating in social activities; making contributions to the community and to the cause of education and training; being respected by learners, colleagues, and the people.

(3) Criteria for pedagogical talents for each case are stipulated as follows:

- Teachers, management officials at preschool education institutions who are not teachers, and management officials at educational institutions currently working for 5 years or more in areas with extremely disadvantaged socio-economic conditions or schools, classes for people with disabilities, and inclusive education development support centers, must meet the following criteria:

+ Author of 01 recognized initiative that is effectively applied in teaching or management, with the ability to replicate at the ministry, department, sector, or province level;

+ Participating in compiling 01 training document according to the training programs organized by the ministry, department, sector, province, department, or participating in compiling 01 specialized report at conferences, professional workshops organized by the ministry, department, sector, province, department, or participating in compiling, developing preschool education programs, textbooks, curriculum of subjects, local educational materials approved by the Ministry of Education and Training, and levels according to their authority or participating in compiling, developing preschool education programs approved by the Ministry of Education and Training at least 1;

- Teachers, management officials at general education institutions, continuing education institutions, boarding ethnic general schools, semi-boarding ethnic general schools, reform schools, talent schools, preparatory universities, vocational education centers, intermediate schools who are not teachers, and management officials at educational institutions currently working for 5 years or more in areas with extremely disadvantaged socio-economic conditions or schools, classes for people with disabilities, and inclusive education development support centers must meet the following criteria:

+ Author of 01 recognized initiative that is effectively applied in teaching or management, with the ability to replicate at the ministry, department, industry, province level, or head of 01 provincial-level scientific and technological task, department, that has been accepted from the achieved level;

+ Participating in compiling 01 training document according to the training programs organized by the ministry, department, industry, province, department, or participating in compiling 01 specialized report at conferences, professional workshops organized by the ministry, department, industry, province, department, or participating in compiling, developing programs, textbooks, curriculum of subjects, local educational materials approved by the Ministry of Education and Training, and levels according to their authority, or participating in 01 scientific and technological task at the provincial level, ministerial level that has been accepted;

- Teachers, management officials at colleges, district-level political training centers, provincial political training schools, and training institutions for officials and public employees of ministries, departments, and sectors must meet the following criteria:

+ Author of 01 recognized initiative that is effectively applied in teaching or management, with the ability to replicate at the ministry, department, sector, or province level, or head of 01 scientific and technological task at the provincial or ministerial level that has been accepted from the achieved level;

+ Author of 05 scientific papers; editor-in-chief of 01 textbook or participate in compiling 02 training documents according to the training programs organized by the ministry, department, sector, province, or department;

- Teachers, management officials at universities, and educational research officials who meet the following criteria:

+ Head of 01 national-level scientific and technological task that has been accepted from the achieved level or head of 02 scientific and technological tasks at the provincial level, ministerial level, that have been accepted from the achieved level;

+ Author of 10 scientific papers, editor-in-chief of 01 textbook, and supervisor of 02 successful doctoral dissertations.

- Management officials at the education management agencies at the district and provincial levels must meet the following criteria:

+ Author of 02 recognized initiatives that have been effectively applied in teaching, education, or management, with the ability to replicate at the department, board, sector, province level, or head of a provincial-level scientific and technological task that has been accepted from the achieved level;

+ Participate in the compilation of 01 training document according to the training programs organized by the department, board, sector, or province, or participate in the compilation of 01 specialized report at conferences, workshops organized by the ministry, department, board, sector, or province;

- Managers at the central level of education management agencies, ministries, departments, boards, and sectors must meet the following criteria:

+ Head of a national-level scientific and technological task that has been accepted from the achieved level or head of 02 provincial-level scientific and technological tasks that have been accepted from the achieved level or author of 04 recognized initiatives that have been effectively applied in teaching or management, with the ability to replicate at the department, board, sector, or province level;

+ Author of 03 scientific articles or editor of 01 textbook; participate in the drafting of 04 legal normative documents that have been issued;

- Teachers, managers at educational institutions who have been working for 05 years or more in economically and socially difficult areas or schools, classes for disabled people, and inclusive education development support centers meet the following criteria:

+ Participate in the compilation of 01 training document according to the training programs organized by the department, board, sector, province, or participate in the compilation of 01 specialized report at conferences, workshops organized by the ministry, department, board, sector, province, or author of 02 initiatives recognized by competent authorities as effectively applied in teaching or management and with the ability to replicate at the institution;

+ Have effective measures and solutions in supporting teaching, helping students with special circumstances in educational activities, or having effective measures and solutions in overcoming difficulties in building schools, attracting many students to school and maintaining student enrollment, or having many innovations and creativity in local management, teaching, and education, confirmed or rewarded by higher authorities;

- For teachers, managers at educational institutions who have worked continuously for 15 years or more at schools, school points in remote and isolated areas in hamlets, communes with economically and socially difficult conditions and have made significant contributions to the local education cause, attracted many students to school, maintained student enrollment, and were rewarded by the district-level education council, the district level can propose and select no more than 01 exemplary teacher or manager at the educational institution for each evaluation. The specified subjects do not have to meet the criteria specified in (3);

- The standards for excellent pedagogical talent specified above are considered equivalent to the types of achievements in Appendix I, Appendix II attached to Decree 35/2024/ND-CP.

(4) That have contributions and achievements in the field of education and training are specified for each subject as follows:

- Teachers, managers at educational institutions working in economically and socially difficult areas, schools, classes for disabled people, inclusive education development support centers have achieved the title of grassroots exemplary soldier 03 times, district-level excellent teacher or higher; received a commendation certificate according to their achievements at the ministry, department, board, sector, province level or commendation titles, forms of state commendation;

- Teachers, managers at educational institutions, managers at education management agencies, and educational researchers who do not belong to the above subjects have achieved the title of grassroots exemplary soldier 05 times, district-level excellent teacher or higher; achieved the title of provincial-level excellent teacher once; received a commendation certificate according to the achievements at the ministry, department, board, sector, province level or commendation titles, or forms of state commendation;

- The standards for contributions and achievements in the field of education and training specified above are converted into equivalent values for the types of achievements in Appendix I attached to Decree 35/2024/ND-CP.

(5) For the heads, deputy heads of agencies, organizations, units, Chairpersons of University Councils, Vice Chairpersons of University Councils (if any); Chairpersons of School Councils, Vice Chairpersons of School Councils (if any); Directors, Deputy Directors of universities, academies; Rectors, Vice Rectors of higher education institutions and equivalent, the collective managed by individuals must achieve the title of "Advanced Labor Collective" or "Advanced Unit" for 03 consecutive years recommended for consideration, including 02 of the following titles of emulation, forms of commendation: "Excellent Labor Collective"; "Determined-to-Win Unit"; certificates of commendation at the ministry, department, industry, province level; flags of emulation at the ministry, department, industry, province level; titles of emulation, forms of commendation at the state level. In case the collective does not meet the criteria for recognition of the title "Advanced Labor Collective" or "Advanced Unit,"  it shall be replaced by flags of emulation at the ministry, department, sector, or province level, certificates of commendation at the ministry, department, sector, or province level, or titles of emulation, forms of commendation at the state level.
