On October 29, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 6962/BGDDT-TCCB guiding the commendation and organization of meetings to honor exemplary collectives and individuals in studying and following Ho Chi Minh's ideology, ethics, and style in Vietnam.

Criteria for commendation in studying and following Ho Chi Minh's Ideology in the education sector in Vietnam

(1) Annual commendation

* For collectives: The collective must model compliance with the Party's guidelines, the State's policies and laws, show internal unity, and be considered and introduced by competent authorities, meeting the following standards:

- Effectively organize the study and implementation of Ho Chi Minh's ideology, ethics, and style at the unit with various innovative and creative methods, attracting active and widespread participation from officials, Party members, employees, and students.

- Demonstrate a significant and outstanding transformation in performing professional and political tasks through studying and following Ho Chi Minh's ideology, ethics, and style; have numerous exemplary cases that are learned from and expanded.

- Establish ethical standards based on Ho Chi Minh's ideology, ethics, and style and implement them effectively.

- Be rated as completing tasks excellently; if it is a Party organization, it must be recognized as a Party branch or Party cell completing tasks excellently.

* For individuals: Individuals must model compliance with the Party's guidelines, the State's policies and laws, be selected from the grassroots level, or be recognized through public media, and meet the following standards:

- Possess bright revolutionary ethics, be an exemplary figure in willpower, training, striving, and leading in studying and following Ho Chi Minh's ideology, ethics, and style at the unit.

- Engage in specific, practical, and effective actions in training, nurturing ethics, practicing thrift, combating wasteful practices and negativity, or have many valuable initiatives and models bringing practical effects, expanded and spread in the learning community, contributing to socio-economic development, disaster prevention, disease control, maintaining security, defense, ensuring social welfare, and humanitarian charity of the Ministry, unit, and nationwide.

- Individuals subject to annual task completion evaluation and grading must be rated as completing tasks excellently in the year proposed for commendation. Party member individuals must be rated as Party members completing tasks well or higher; Party members holding leadership positions must be rated as Party members completing tasks excellently.

(2) Commendation during review and summary periods

* For collectives: The collective receiving commendation must model compliance with the Party's guidelines, the State's policies and laws, display internal unity, be considered and introduced by competent authorities, and meet the following standards:

- Effectively organize the study and implementation of Ho Chi Minh's ideology, ethics, and style at the unit, with new features and creative methods, attracting active and widespread participation from officials, Party members, employees.

- Demonstrate a significant and outstanding transformation in performing professional and political tasks through studying and following Ho Chi Minh's ideology, ethics, and style; have numerous exemplary cases that are learned from and expanded.

- Establish ethical standards according to Ho Chi Minh's ideology, ethics, and style and implement them effectively.

- Annually be rated as completing tasks well or better. If the collective is a Party organization, it must be rated continuously as completing tasks well or better, having at least 01 year (for partial review commendation) or 02 years (for five-year partial review commendation) or 4 years (for summary commendation for the 10-year period) rated as a unit completing tasks excellently or a Party organization completing tasks excellently.

* For individuals: Individuals must model compliance with the Party's guidelines, the State's policies and laws, be selected from the grassroots level, or be recognized through public media, and meet the following standards:

- Possess bright revolutionary ethics, be an exemplary figure in willpower, training, striving, and leading in studying and following Ho Chi Minh’s ideology, ethics, and style at the unit.

- Engage in specific, practical, and effective actions in training, nurturing ethics, practicing thrift, combating wasteful practices, negativity, or have many valuable initiatives and models bringing practical effects, expanded to the learning community, contributing to socio-economic development, disaster prevention, disease control, maintaining security, defense, ensuring social welfare, humanitarian charity of the educational sector and nationwide.

- Individuals subject to annual task completion evaluation and grading must be continuously rated as completing tasks well or better; individuals who are Party members must be rated annually as Party members completing tasks well or better; during that time, there must be at least 01 year (for three-year partial review commendation) or 02 years (for five-year partial review commendation) or 04 years (for summary commendation for the 10-year period) rated as individuals completing tasks excellently or Party members completing tasks excellently (if they are Party members).
