The content mentioned in Decision 2068/QD-BVHTTDL 2023 on "Criteria on cultural environment in traditional festivals" issued by the Minister of Culture, Sports, and Tourism.

General criteria

1. The state management of festivals is strictly in accordance with the provisions of the law.

2. Facilities and equipment are invested to meet the requirements of the festival organization.

3. Ensuring security, order, and social safety; fire prevention; hygiene and food safety; environmental sanitation; disease prevention and control.

4. Fun and healthy cultural, artistic, sports, and entertainment activities meet people's enjoyment needs.

5. Arranging service areas to ensure the beauty of relics and festivals; organizing safe and convenient service activities for people and tourists when participating in festival activities.

6. Service business activities at monuments and festivals commit to complying with legal regulations on public service business; regulations of the Festival Organizing Committee on the implementation of a civilized lifestyle and cultural behavior.

7. Communication and behavior relations between management subjects and participants in festival activities ensure civilization and culture.

8. Strengthening and promoting propaganda activities about relics, festivals, and implementing civilized lifestyles; The content and forms of propaganda are diverse and rich.

9. Preserve and promote traditional cultural values on the basis of protecting the ecological environment and natural landscape; harmonize the relationship between conservation and development. Eliminating outdated customs, practices, violent rituals, and objectionable acts contrary to the traditional customs and traditions of the nation in festival activities.

The meaning of the set of criteria for building a cultural environment in traditional festivals

- The promulgation of the Criteria Set is the basis for the local festival organizing board to uniformly apply solutions in organizing and implementing activities to build a festival cultural environment.

- Orienting the Organizing Committee to standardize the criteria for building a cultural environment in traditional festivals, which is a measure to evaluate the management capacity as well as the effectiveness of the organization of festival activities in the locality.

- The concretization of criteria for building a cultural environment at monuments and festivals is one of the solutions to improve the efficiency of organizing festival activities in the direction of civilization, health, and thrift; preserving and promoting traditional cultural values; and eliminating customs, outdated practices, violent rituals, and objectionable and deviant behaviors in festivals.
