Recently, the Government of Vietnam has issued regulations on awarding the titles of "People's Artist" and "Meritorious Artist"

Standards  for  awarding  the  title

On June 6, 2024, the Government of Vietnam promulgated Decree 61/2024/ND-CP, which stipulates the criteria for awarding the titles "People's Artist" and "Meritorious Artist".

Criteria for awarding the title “People's Artist” in Vietnam from July 22, 2024

The title "People's Artist" is awarded to individuals who meet the following criteria:

(1) Loyalty to the Fatherland; compliance with the guidelines of the Communist Party, policies, and laws of the State; rules, regulations, and procedures of agencies, organizations, and localities.

(2) Possess good moral character, exemplify model behavior in life, be devoted to the profession; possess outstanding artistic talent typical of their type, sector, and cultural-artistic profession being honored; have professional credibility; have made significant contributions to the revolutionary cause of Vietnam, recognized and admired by colleagues and the people.

(3) Have continuously or cumulatively engaged in professional artistic and cultural activities for 20 years or more, or 15 years or more for circus and dance arts.

(4) Have been awarded the title "Meritorious Artist" and subsequently met one of the following criteria:

- Have at least two national Gold Awards, including one individual national Gold Award.

Individual or collective productions, programs, performances, and pieces that receive national Gold Awards can be converted to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards for individuals or collective productions, programs, performances, and pieces shall be reviewed and converted by the professional body under the Ministry of Culture, Sports, and Tourism as a basis for individual achievements in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- If there is no individual national Gold Award, there must be at least three national Gold Awards converted for the individual in accordance with Appendix II attached to Decree 61/2024/ND-CP.

Individual or collective productions, programs, performances, and pieces that receive national Gold Awards can be converted to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards for individuals or collective productions, programs, performances, and pieces shall be reviewed and converted by the professional body under the Ministry of Culture, Sports, and Tourism as a basis for individual achievements in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- Have at least two national Gold Awards for musical or photographic works.

National Gold Awards for musical or photographic works can be converted as specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards for musical or photographic works shall be reviewed and converted by the professional body under the Ministry of Culture, Sports, and Tourism as a basis for individual achievements in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- Have outstanding contributions and exceptional artistic talent; in exceptional circumstances, where criteria are not fully met, the councils at all levels may present the case to the Prime Minister for consideration and decision, including specific cases such as:

+ Individuals of elderly age as specified in Article 2 of the Elderly Law; who have engaged in professional art for 10 years longer than the period specified in (3); with numerous outstanding contributions in honored art forms and professions, particularly during the wartime years;

+ Individuals who have engaged in professional art for 10 years longer than the period specified in (3); with numerous outstanding contributions in honored art forms and professions; still actively participating in professional artistic performances crucial to provincial, municipal, ministerial, or national political tasks;

+ Individuals who have engaged in professional art for 10 years longer than the period specified in (3); with numerous outstanding contributions in honored art forms and professions; still actively participating in professional artistic performances in symphony, ballet, or opera;

+ Teachers and lecturers at professional cultural and artistic training schools who have directly trained at least three students winning national or international Gold Awards (international student awards reviewed and confirmed by the professional body under the Ministry of Culture, Sports, and Tourism as a basis for calculating teacher or lecturer achievements), still actively participating in professional artistic performances with numerous outstanding contributions in honored art forms and professions, or have engaged in professional art for 10 years longer than the period specified in (3), with numerous outstanding contributions in honored art forms and professions, still actively participating in professional artistic performances crucial to provincial, municipal, ministerial, or national political tasks.
