Regarding this issue, LawNet would like to answer as follows:

1. Criteria for awarding the title of People's Doctor as of April 15, 2024

Criteria for awarding the title of "People's Doctor" in Vietnam as of April 15, 2024 are specified in Article 9 of Decree 25/2024/ND-CP as follows:

The title of "People's Doctor" is considered to be awarded to individuals who have been awarded the title of "Doctor of Merit" by the President and who meet the following standards:

(i) Standards specified in Points a, b, and c, Clause 2, Article 65 of the Law on Emulation and Commendation 2022, specifically include:

- Being loyal to the Fatherland; complying well with the Party's guidelines, policies, and laws of the State;

- Having good moral qualities; being devoted to the profession; wholeheartedly loving patients; being talented; and having many outstanding achievements in disease prevention, treatment, and the development of medical science and technology; making many contributions to the cause of protecting, caring for, and improving people's health; having widespread influence among the people; being trusted and respected by patients and colleagues;

- Having direct experience working as a technical professional in the medical industry for 20 years or more; for health managers, they must have worked in the health sector for 25 years or more, including 15 years or more of direct technical expertise in the health sector.

(ii) Having outstanding talent in research and development of science, engineering, and medical technology, achieving one of the following standards:

- Being the leader of at least 01 science and technology task at the ministerial or provincial level that has been accepted and the evaluation and ranking results are at a pass level or higher;

- Being a main research member and implementing 02 national-level science and technology tasks that have been accepted, evaluated, and ranked at a pass level or higher;

- Being the author of at least 02 initiatives that have been applied with high efficiency and have a wide scope of influence recognized by ministries, departments, branches, and provinces;

- Being the author or co-author of at least 01 invention applied in the medical field that has been granted an exclusive patent certificate by the Department of Intellectual Property, Ministry of Science and Technology.

(iii) Having excellent achievements in medical work, contributing to the cause of protecting, caring for, and improving people's health, and meeting one of the following standards:

- Haing been awarded the titles of "Hero of Labor" or "Hero of the Armed Forces";

- Having been awarded the title of National Emulation Fighter;

- Having been awarded the "Fatherland Defense Order” third class or higher;

- Having been awarded 01 Certificate of Merit from the Prime Minister and at least 02 times winning the title of Emulation Fighter at the ministerial, departmental, branch, and provincial levels.

2. Working principles of the Council for awarding the title of People's Doctor in Vietnam

The Council for awarding the titles of "People's Doctor" and "Doctor of Merit" works according to the principles:

- Democratic, open, transparent, and in accordance with the law on emulation and rewards. The results of the Donation Council meeting are publicly posted on the electronic information portal of the agency or unit with authority to decide on the establishment of the council;

- Meetings of the Council are considered valid when at least 90% of the Council members attend, including the Chairman of the Council or an authorized Vice Chairman of the Council. In the event of an absence, the council member must receive approval from the Council Chairman and return the ballot. The Secretariat is responsible for collecting opinions from absent Council members by voting according to Form No. 10 and Form No. 11 specified in the Appendix issued with this Decree;

- The State Council only considers documents submitted by the Ministerial and Provincial Councils; the Ministerial and Provincial Councils only consider dossiers submitted by the Grassroots Council according to the provisions of this Decree; Do not consider applications that do not comply with the law on emulation and commendation;

- The Grassroots Council only submits to the Ministerial and Provincial Council; the Ministerial and Provincial Councils only submit to the State Council; the State Council only submits to the Prime Minister a list of individuals with at least 90% of votes in favor of the total number of Council members;

- Individuals who are being considered for the titles of "People's Doctor" or "Doctor of Merit" do not participate at Council levels.
