Regarding this issue, LawNet would like to answer as follows:
Criteria for awarding the title "Doctor of Merit" as of April 15, 2024 are specified in Article 8 of Decree 25/2024/ND-CP as follows:
(1) Individuals not subject to (4) must meet the standards specified in Points a, b, and c, Clause 3, Article 65 of the Law on Emulation and Commendation 2022 and have outstanding talent in the research and development of science, engineering, and medical technology, and achieve one of the following standards:
- Serve as the head of at least 02 grassroots science and technology tasks that have been accepted, evaluated, and ranked at a pass level or higher;
- Be a main research member carrying out at least 02 science and technology tasks at ministerial and provincial levels that have been accepted, evaluated, and ranked at a pass level or higher;
- Be the secretary of at least 01 science and technology task at the ministerial or provincial level that has been accepted and the results of evaluation and classification are at a pass level or higher;
- Be a main research member carrying out at least 01 national-level science and technology task that has been accepted and the evaluation and ranking results are at or above the pass level;
- Serve as the head of at least one basic-level scientific and technological task, and as a principal researcher responsible for carrying out at least one ministry- or province-level scientific and technological task that has been accepted, evaluated, and classified at the level of achievement or higher.
- Be the author of at least 01 initiative that has been applied with high efficiency and has a wide scope of influence recognized by ministries, departments, branches, and provinces.
There is no requirement to apply standards on scientific and technological tasks and initiatives for individuals working in border areas, on the sea, on islands, or in areas with extremely difficult socio-economic conditions according to Government regulations and work in the fields of: leprosy, tuberculosis, psychiatry, pathology, forensics, forensic psychiatry, dangerous disease prevention, emergency 115, emergency resuscitation, or work in detention facilities.
(2) Individuals specified in (1) must have excellent achievements in medical work, meeting one of the following standards:
- Have been awarded the Labor Medal or the Fatherland Defense Medal from third class or higher;
- Have been awarded at least 01 Certificate of Merit from the Prime Minister;
- Have been awarded at least 03 Certificates of Merit at the ministerial, departmental, branch, and provincial levels;
- Have been awarded at least 02 titles of Emulation Fighter at the ministerial, provincial level, and at least 01 time have been awarded the Certificate of Merit at the ministerial, departmental, branch, or provincial level;
- Have been awarded at least 06 titles of Emulation Fighter, at the grassroots level, and have been awarded at least 02 Certificates of Merit at the ministerial, departmental, branch, provincial, or higher level.
(3) The individual who is the leader or deputy of the leader is appointed to hold a management position for more than 36 months from the date of appointment to the time of application submission. In addition to the above standards, if participating in consideration for awarding the title "People's Doctor" or "Doctor of Merit", the collective managed by the individual must meet one of the following standards:
- 03 consecutive years of the year in which the application for award has been recognized as "Advanced Labor Collective" or "Advanced Unit," including 02 times achieving the title "Excellent Labor Collective" or "Determined-to-Win Unit";
- Having been awarded emulation titles and forms of commendation from the ministerial, departmental, branch, provincial level, or higher.
(4) Individuals working in border areas, on the sea, on islands, or in areas with extremely difficult socio-economic conditions according to Government regulations, in addition to meeting the criteria prescribed in Points a, b, and c, Clause 3, Article 65 of the Law on Emulation and Commendation 2022, must meet the following standards: at least 05 years up to the time of award consideration are recognized for completing tasks well or better; during that time, for 03 years or more, they were recognized for excellently completing their tasks and were awarded Certificates of Merit at the ministerial, departmental, branch, or provincial level at least once.
