On August 28, 2024, the Minister, Chairman of the Government Office of Vietnam issued Circular 01/2024/TT-VPCP guiding the Law on Emulation and Commendation 2022 within the scope of functions, tasks, and authority of the Government Office of Vietnam.
The title "Advanced Labor Collective" is awarded annually to collectives that meet the following criteria:
- Successfully fulfill assigned tasks;
- Regularly participate in emulation movements that are practical and effective;
- Have at least 70% of individuals in the collective achieve the title of "Advanced Laborer" and no individual is subjected to disciplinary action from the level of warning or higher;
- Maintain internal solidarity and strictly comply with the Party's guidelines, State policies, and laws.
The entities eligible for the title "Advanced Labor Collective" include:
- Departments, Divisions;
- The Government's Electronic Portal, National Conference Center, 37 Hung Vuong Conference Center, La Thanh Guest House, Unification Hall;
- Office of the Party Committee of the Government of Vietnam, Office of the Party Committee, Office of the Trade Union, Youth Union;
- Units, departments, and equivalents under the units specified in point a and point b, Clause 2, Article 5 of Circular 01/2024/TT-VPCP.

The responsibilities of collectives and individuals in emulation and commendation are specified in Article 9 of Circular 01/2024/TT-VPCP as follows:
- Heads of departments, divisions, units, and public service providers under the Government Office of Vietnam directly lead, direct, and take responsibility for emulation and commendation work; identify distinguished and excellent collectives and individuals to recommend them for commendation as per their authority; recommend the Minister, Chairman of the Government Office of Vietnam for commendation or submit to the competent authority for commendation; promote exemplary flags; evaluate the achievements of collectives and individuals and take responsibility for the commendation recommendations.
- Responsibilities of related collectives and individuals:
+ Strictly comply with the provisions of the law, of agencies, organizations, and units in emulation and commendation work;
+ Take responsibility before the law in declaring and reporting achievements, organizing the application documents for commendation; have the responsibility to preserve and store commendation artifacts.
- The Government’s Electronic Portal is responsible for communicating the Party’s guidelines, State policies, and laws, as well as those of the Government Office of Vietnam regarding emulation and commendation work; regularly posting slogans and emulation content; publicizing and exemplifying collectives and individuals with outstanding achievements, exemplary role models, good people, good deeds in emulation movements; communicating and reflecting the achievements of emulation movements and commendation work; promptly reflecting and combating legal violations in emulation and commendation.
- The commendation application, forms of commendation are implemented according to Article 84 of the Law on Emulation and Commendation 2022, including: Achievement report, Meeting minutes for appraisal and commendation (1 original set) and electronic documents of the commendation dossier, except for documents containing state secrets.
- For individuals transferred to the Government Office of Vietnam in the year of commendation consideration, the proposing agency for commendation consideration is responsible for soliciting comments from the previous workplace if the individual has worked there for 6 months or more before the transfer.
- In cases where individuals are seconded to work at the Government Office of Vietnam, the appraisal for commendation is carried out by the seconding agency or unit. The Government Office of Vietnam is responsible for commenting on the observance of the Party’s guidelines and policies, the State’s laws; the rules and regulations of the agency or unit and the performance of assigned tasks during the secondment period.
