On October 1, 2018, the Government of Vietnam issued Decree 133/2018/ND-CP amending and supplementing certain articles of Decree 90/2014/ND-CP on the “Ho Chi Minh Prize” and the “State Prize” in literature and art.
Decree 133 amending and supplementing regulations on conditions for awarding the "Ho Chi Minh Prize", "State Prize" in culture and arts. To be specific: the new conditions are as follows:
1. Authors with literary and artistic works, or projects considered for awarding the "Ho Chi Minh Prize" and the "State Prize", must be loyal to the Socialist Republic of Vietnam; and comply with Vietnamese laws.
2. Literary and artistic works or projects considered for awarding the "Ho Chi Minh Prize" and the "State Prize" must meet the following conditions:
- They must have been published or used in the forms of publishing, architecture, exhibitions, theater, cinema, radio, television, teaching, recordings, and other forms from the date of the establishment of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) on September 2, 1945. The minimum publication time is 05 years for the "Ho Chi Minh Prize" and 03 years for the "State Prize" up to the time of submitting the dossier to the professional department of the provincial or municipal People's Committee responsible for culture and arts, or the Central specialized Literature and Arts Association;- There must be no disputes over authorship rights from the time of publication.
