July 04, 2018, the Ministry of Industry and Trade has just issued Circular 16/2018/TT-BCT, specifying the standards for awarding the Commemorative Medal "For the Development of Vietnam's Industry and Trade Sector."
Circular 16 stipulates that the "For the Development of the Vietnamese Industry and Trade Sector" commemorative medal (hereinafter referred to as the Commemorative Medal) shall have content, shape, size, and color reflecting the characteristics of the Industry and Trade sector, and comply with state regulations; awarded by the Minister of Industry and Trade to individuals meeting one of the following criteria:
For individuals within the Industry and Trade sector:
- Individuals who have worked or are working at units under the Ministry of Industry and Trade, including enterprises belonging to the Ministry, state management units of Industry and Trade in localities; individuals directly working in Industry and Trade at units outside the Industry and Trade sector (currently working or have transferred to another sector, retired), with a minimum working period in the sector of 20 years for men, 15 years for women; 10 years for those directly working in hazardous, dangerous occupations.
- The period during which individuals in the Industry and Trade sector were sent to fulfill military service obligations or attend long-term, centralized study programs and were then reassigned to work in the Industry and Trade sector is counted as continuous working time in the Industry and Trade sector; individuals who were disciplined from the level of reprimand or higher by the competent authority shall not have the disciplinary period counted towards seniority for the award consideration.
- Particularly, the following cases do not count the seniority period when considering the award:
* Individuals who have achieved the title of Labor Hero;* National emulation soldiers;* People’s teachers, meritorious teachers, people’s doctors, meritorious doctors working in the Industry and Trade sector;* People’s artisans, meritorious artisans in the field of handicrafts;* Individuals with 03 state-level or sector-level scientific research projects or 05 Creative Labor certificates applied in production.
For individuals outside the Industry and Trade sector:
- Individuals with inventions or state-level scientific projects applied in the Industry and Trade sector, contributing to the sector's development;
- Leaders of ministries, departments, localities, associations (at central and local levels) and equivalents with significant contributions to the development of the Industry and Trade sector, as proposed by units under the Ministry of Industry and Trade and Departments of Industry and Trade;
- Overseas Vietnamese citizens with significant contributions to the development of the Vietnamese Industry and Trade sector;
- Foreign individuals who have contributed to building, strengthening, and developing the external relations of the Vietnamese Industry and Trade sector or have provided moral and material support for the development of the Vietnamese Industry and Trade sector.
And other special cases as decided by the Minister of Industry and Trade.
Additionally, Circular 16 lists cases where the Commemorative Medal is not considered for awarding as follows:
- Individuals who have already been awarded one of the following Commemorative Medals: "For the Development of Vietnamese Industry," "For the Development of Trade," "For the Development of the Industry and Trade sector";- Individuals who have voluntarily left their unit;- Individuals who have been disciplined but the disciplinary period has not expired; individuals who have been sentenced but have not had their convictions expunged.
