Regarding this issue, LawNet would like to answer as follows:

On March 15, 2024, the Minister and Chairman of the Committee for Ethnic Minorities issued Circular 01/2024/TT-UBDT guiding the Law on Emulation and Commendation in the field of ethnic affairs.

What is the Commemorative Medal "For the cause of Ethnic Minorities"?

The Commemorative Medal "For the cause of Ethnic Minorities" is a form of reward from the Committee for Ethnic Minorities awarded to individuals who have contributed to the cause of development of ethnic minorities in Vietnam.

The Committee for Ethnic Minorities shall consider awarding a Commemorative Medal on the occasion of the traditional day of the state management agency in the field of ethnic affairs (May 3 every year) and on other occasions as decided by the Minister and Chairman.

Commemorative Commemorative Medals are only awarded once to each individual and cannot be awarded posthumously.

Criteria for awarding the Commemorative Medal "For the cause of Ethnic Minorities" in Vietnam

The Commemorative Medal "For the cause of Ethnic Minorities" is awarded to individuals who meet one of the following criteria:

(1) For individuals working in the system of ethnic affairs agencies

- Minister, Chairman; Deputy Ministers, and Vice Presidents.

- Civil servants, public employees, and workers who have worked continuously for 15 years or more for men and 12 years or more for women by the time of consideration for awarding the Commemorative Medal.

(2) For individuals outside the system of ethnic affairs agencies

- Being an ethnic minority, the State awarded the titles of Hero of the Armed Forces, Hero of Labor in the Reformation Period, National Emulation Soldier, People's Teacher, People's Artist, People's Artisan, and People's Doctor.

- People with a reputation in the ethnic minority community recognized by competent authorities; entrepreneurs, artists, and artisans with outstanding achievements contributing to economic development, sustainable poverty reduction, preservation and development of national culture, and ensuring national security, defense, and social order in the community.

- Officials and public employees of central ministries, sectors, organizations, provincial departments, and agencies who are directly involved in tasks related to sustainable poverty reduction, culture, healthcare, education, national security and defense, building and maintaining the great unity of ethnic groups, and contributing to the socio-economic development of ethnic minority and mountainous regions: have continuous working experience of 10 years or more as of the time of consideration for the Commemorative Commemorative Medal and have been awarded Certificates of Commendation by the managing authority.

- Officials and public employees of administrative units, career units at district and commune levels who are directly involved in tasks related to sustainable poverty reduction, culture, healthcare, education, national security and defense, building and maintaining the great unity of ethnic groups, and contributing to the socio-economic development of ethnic minority and mountainous regions: have continuous working experience of 15 years or more for males and 12 years or more for females as of the time of consideration for the Commemorative Medal, during which they have been awarded a Diploma of Merit or Certificate of Merit by the managing authority at least once.

(3) Other cases considered for awarding Commemorative Medals

- Leaders of the Party, State, Central Committee of the Vietnam Fatherland Front, and central organizations; leaders of central ministries, departments, and branches; and leaders of provinces and cities have contributed to the development of Vietnam's ethnic minorities in leading and directing.

- Individuals with outstanding achievements on the occasion of the National Congress of Vietnamese Ethnic Minorities.

- Foreign and Vietnamese individuals who have achievements in contributing to consolidating and strengthening ethnic solidarity, and have meritorious help and support financially or materially for sustainable poverty reduction and the development of Vietnam's ethnic minorities.

Note: Do not consider awarding Commemorative Medals to individuals who are undergoing disciplinary action or considering disciplinary action or investigation, inspection, or examination when there are signs of violations, complaints, or denunciations that are being verified and clarified.

If an individual is disciplined, the period of discipline will not be counted as the time for consideration for awarding a Commemorative Medal.
