Criteria for Awarding the Commemorative Medal for Individuals Working Within and Outside the Sector in Vietnam

On October 1, 2014, the Ministry of Culture, Sports and Tourism issued Circular 11/2014/TT-BVHTTDL on the consideration and awarding of the Commemorative Medal "For the cause of Culture, Sports and Tourism" in Vietnam.

Circular 11/2014/TT-BVHTTDL stipulates the criteria for awarding commemorative medals to individuals working within the Sector and outside the Sector as follows:

For individuals working within the Sector: Individuals meeting one of the following criteria shall be considered for a commemorative medal:

- Having worked in the sector for 20 years or more for men and 15 years or more for women (including time spent on study leaves or fulfilling military service obligations). In cases of working in especially difficult areas, border regions, or islands, the actual working time in these areas shall be multiplied by a factor of 1.3 to calculate the working time in the sector;

- Individuals who have sufficient working time as stipulated above but have been disciplined below the level of dismissal shall be eligible for a commemorative medal 2 years from the time the discipline is erased. The disciplined time shall not be counted towards the awarding of the commemorative medal.

For individuals working outside the Sector: Individuals meeting one of the following criteria shall be considered for a commemorative medal:

- Having held key leadership positions in the Communist Party committee, government, or mass organizations from the provincial level or higher for at least one term. Leaders of Ministries, sectors, and Central mass organizations with 5 years of service having achievements in leading and directing the development of the Culture, Sports, and Tourism sector;

- Having state or ministerial-level scientific research works accepted with a good rating; winning Gold (A prize), Silver (B prize) at creation, performance, and exhibition competitions organized by the Ministry of Culture, Sports and Tourism and specialized Central Arts Literature Associations, with practical value serving the Sector's cause;

- Having actively contributed to the protection and promotion of tangible and intangible cultural heritage; constructing infrastructure, providing financial support, serving the Sector's cause;- Special cases decided by the Minister.

More details can be found in Circular 11/2014/TT-BVHTTDL which comes into effect in Vietnam from November 15, 2014.
