Criteria for awarding the Certificate of Merit in the Transport sector in Vietnam (Internet image) 

On November 8, 2023, the Minister of Transport issued Circular 31/2023/TT-BGTVT guiding the implementation of transport emulation and commendation work.

1. Criteria for awarding the Certificate of Merit in the Transport sector in Vietnam

(1) Criteria for awarding Certificates of Merit to individuals

- Complete the task well or better; have good moral qualities; demonstrate solidarity and exemplary compliance with the Party's guidelines and policies, State laws, internal rules, and working regulations of agencies and units; Regularly study to improve professional qualifications and skills;

- Have excellent achievements reviewed in emulation movements launched by agencies and units;

- Have achieved many achievements or extraordinary achievements in the field under the agency or management unit.

(2) Criteria for awarding Certificates of Merit to collectives

- Complete the task well; internal solidarity; exemplary compliance with the Party's guidelines and policies, state laws, good implementation of democratic regulations at the grassroots; practicing thrift and combating waste;

- Have excellent achievements reviewed in the emulation movement;

- Have achieved extraordinary achievements.

2. Regulations on reviewing commendation applications for the Transport sector in Vietnam

- The Department of Personnel and Organization is the Standing Committee of the Emulation and Commendation Council of the Ministry of Transport and is responsible for receiving and evaluating reward dossiers and reporting:

+ The Emulation and Commendation Council of the Ministry of Transport considers rewarding State-level emulation titles; State-level commendation forms; "Ministry's emulation flag"; "Emulation soldier in the Transport industry";

+ The Minister considers and decides to reward: the title "Excellent Labor Collective", "Certificate of Merit from the Minister of Transport", Medal "For the development of Vietnam's Transport" and the "Promotion of the Ministry of Transport".

- Dossier requesting awarding emulation titles and forms of ministerial-level commendation is made into 01 set (original); At the same time, send reward documents in the form of electronic files (word files and pdf files) to the mailbox phongtdkt@mt.gov.vn (except for documents containing state secrets).

+ For the titles "Excellent Labor Collective" "Emulation Soldier in the Transport Industry" and "Certificate of Merit from the Minister", sent before March 31 every year;

+ For commemorative medals on the occasion of the traditional day of the Transport sector, send them before June 1 every year;

Report on the achievements of collectives and individuals proposed for emulation titles and forms of ministerial-level commendation up to the time the Ministry of Transport (Department of Personnel and Organization) receives the commendation dossier no later than 06 months.

- In case the subject being considered for the title and form of reward is a collective or the head of a production or business unit, the performance report must state the fulfillment of the obligation to pay to the state budget; ensuring the environment, labor safety and hygiene, and food hygiene and safety (with extracts and content certified by competent state agencies).

- The head of the reward submission unit is responsible for evaluating and confirming achievements, procedures, and file contents, including: Records, procedures, processes, accuracy of achievements, and contents related to implementing the Party's guidelines, policies, and laws.

3. Authority to decide on rewards for the Transport sector in Vietnam

- For state and ministerial-level commendations, comply with the provisions of the Law on Emulation and Commendation and the Government's Decree detailing the implementation of a number of articles of the Law on Emulation and Commendation.

- For titles: "Excellent labor collective", "Advanced labor collective", "Grassroots emulation soldier"; "Advanced Labor" and "Certificate of Merit" for groups and individuals.

+ The Minister awarded the title "Excellent Labor Collective" to the advisory agencies assisting the Minister and units under the Ministry;

+ Heads of agencies and units with legal status under the Ministry consider and award the title "Excellent Labor Collective"; “Advanced labor collective” for collectives; “Grassroots emulation soldier”; "Advanced Labor" for individuals and "Certificate of Merit" for collectives and individuals under management authority.
