Regarding this issue, LawNet would like to answer as follows:

The Minister of Information and Communications issued Circular 11/2023/TT-BTTTT dated September 30, 2023, guiding emulation and reward work in the Information and Communications industry.

Criteria for awarding the Certificate of Merit from the Minister of Information and Communications in 2024 in Vietnam

Specifically, Article 8 of Circular 11/2023/TT-BTTTT stipulates the Certificate of Merit from the Minister of Information and Communications as follows:

(1) “Certificate of Merit from the Minister of Information and Communications” for regular annual achievements:

- Awarded or posthumously awarded to individuals belonging to agencies, units, and enterprises under the Ministry who are exemplary in complying with the Party's guidelines and policies and the State's laws and have been awarded the title "Grassroots Emulation Soldier" 02 times in a row or have been recognized for excellently completing tasks for 02 consecutive years or more. During that time, 02 initiatives were recognized and applied effectively within the facility, or two scientific topics, scientific projects, and scientific and technological works were accepted and applied effectively within the facility.

- Donated to agencies, units, and businesses under the Ministry; departments, divisions, and equivalents under agencies, units, and enterprises under the Ministry; 02 consecutive years of excellent completion of tasks; internal solidarity; good implementation of democratic regulations at the grassroots; and good organization of emulation movements; take care of the material and spiritual life of the group; practice thrift and combat waste; fully implement regimes and policies for all members of the collective.

(2) "Certificate of Merit from the Minister of Information and Communications" for achievements in the annual emulation movement, according to thematic topics launched by the Ministry of Information and Communications: When summarizing the annual emulation movement by topic, the Ministry of Information and Communications will consider and award Certificates of Merit to collectives and individuals with outstanding and typical achievements in the emulation movement. Regarding the subjects, number of Certificates of Merit, and criteria for awarding them, the Ministry of Information and Communications will specifically regulate each emulation movement.

(3) "Certificate of Merit from the Minister of Information and Communications" awarded or posthumously awarded to exemplary workers and employees who well comply with the Party's guidelines and policies and the State's laws, have achieved many achievements in labor and production, and have a scope of influence in agencies, units, and business organizations in the information and communications industry.

(4) "Certificate of Merit from the Minister of Information and Communications" awarded to exemplary collectives and individuals who have well complied with the Party's guidelines and policies and the State's laws with outstanding and extraordinary achievements: Considered to be awarded to collectives and individuals who win high awards at national and international competitions, festivals and exhibitions in the field of state management of the Ministry of Information and Communications; have initiatives, inventions, inventions, applications of scientific, technical and technological advances that bring high efficiency or collectives or individuals who have achieved excellent achievements with a large scope of influence, has the effect of setting a learning example in the Information and Communications industry.

(5) "Certificate of Merit from the Minister of Information and Communications" for achievements with a long history of contributions to the construction and development of the Ministry and Vietnam's Information and Communications industry are considered to be given to groups on the occasion of traditional anniversaries of agencies and units in even-numbered years.

(6) "Certificate of Merit from the Minister of Information and Communications" awarded to Vietnamese groups and individuals abroad and foreign collectives and individuals with achievements in contributing to the development of the Ministry and Vietnam's Information and Communications industry.

More details can be found in Circular 11/2023/TT-BTTTT, which takes effect on January 1, 2024 and replaces Circular 09/2018/TT-BTTTT.
