Criteria for awarding the Certificate of Merit from the Director of the Department of Occupational safety in Vietnam (Internet image)
On January 16, 2024, the Ministry of Labor, War Invalids and Social Affairs issued Official Dispatch 235/LDTBXH-ATLD guiding comendation related to occupational safety and hygiene in 2023.
(1) Certificates of Merit are awarded to individuals who meet the following standards:
(1.1) Fulfill civic duties and obligations well;
(1.2) Have good moral qualities; solidarity and exemplary compliance with the Party's guidelines and policies and the State's laws;
(1.3) Regularly study to improve professional qualifications and skills.
(1.4) Meet the following occupational safety and hygiene standards:
* For people working in occupational safety and hygiene: (including full-time and part-time workers in occupational safety and hygiene at the facility; people directly supervising occupational safety and hygiene at the workplace) Advise and help employers organize the implementation of occupational safety and hygiene at production and business establishments with the following main contents:
- Propose plans and measures to properly and fully implement legal documents on occupational safety and health; have technical innovation initiatives to improve working conditions and prevent labor accidents and occupational diseases;
- Fully carry out self-inspection and supervision of occupational safety and hygiene in the assigned field of responsibility;
- Prepare and store all necessary records, books, and documents related to occupational safety and health according to regulations;
- Firmly grasp the quantity and status of machines, equipment, materials, and substances with strict OSH requirements; have a periodic inspection plan; and properly implement periodic inspection of machines, equipment, supplies, and substances with strict requirements on occupational safety and hygiene; Make reports on the results of periodic inspections and recommendations to participate in handling and eliminating the risks of labor accidents and occupational diseases;
- Fully participate in occupational safety and hygiene training courses as prescribed by law.
* For workers in businesses:
- Strictly adhere to internal regulations, procedures, and occupational health and safety standards, ensuring that no workplace accidents, machinery or equipment malfunctions, serious fires or explosions, or fatalities occur throughout the year.
- Use personal protective equipment and fire and explosion prevention and fighting equipment for the right purpose and effectively;
- Actively participate in the enterprise's labor safety and hygiene movement; detect and participate in handling and eliminating the risks of labor accidents and occupational diseases.
* For business executives:
- Organize the management and good implementation of the enterprise's reward standards specified in Point dd, Clause 2.2, Section III of Official Dispatch 235/LDTBXH-ATLD.
- Have technical innovation initiatives to improve working conditions to ensure occupational safety and hygiene.
(1.5) During the year, the enterprises ensure that there are no fatal occupational accidents or accidents injuring many people (traffic accidents are considered labor accidents and are not considered for reward consideration); no fire or explosion.
(2) Certificates of Merit to be awarded to groups that meet the following standards:
(2.1) Completing the task well;
(2.2) Internal solidarity; well-implemented democratic regulations at the grassroots, well-organized emulation movements;
(2.3) Taking care of the material and spiritual life of the group; practicing savings;
(2.4) Fully implementing all regimes and policies for all members of the collective.
(2.5) Meeting the following occupational safety and hygiene standards:
* For businesses:
- Annually develop and organize the effective implementation of occupational safety and hygiene plans based on consultation with the grassroots trade union executive committee;
- Have regulations clearly assigning responsibilities for occupational safety and health to each level and each management position; Have full-time or semi-full-time officers working on occupational safety and health, have a safety network, hygiene staff, and an effective fire prevention and fighting force;
- Have safety regulations, safe production processes, and many measures and investments to improve working conditions for workers;
- Correctly and fully implement the regimes and regulations on occupational safety and health according to the provisions of the law, specifically:
+ Compensation and benefits for labor accidents and occupational diseases; compensation in kind; Periodic health checks for workers; working time, rest time, overtime; Equip personal protective equipment and emergency equipment according to regulations and maintain regular inspections to ensure effective use of labor equipment;
+ Labor safety and occupational hygiene training;
+ Inspect machines, equipment, materials, and substances with strict requirements on occupational safety and hygiene;
+ Declare, investigate, make statistics, and periodically report labor accidents and occupational diseases;
+ Carry out self-inspection on occupational safety and hygiene;
+ Implement reporting regime on occupational safety and hygiene according to regulations.
- During the year, the enterprise did not have any fatal occupational accidents or injured many people (traffic accidents are considered labor accidents and are not considered for reward consideration); No fire or explosion occurs;
- Ensure a green, clean, and beautiful environment;
- Actively respond to emulation movements to ensure occupational safety and hygiene, launching the Month of Action on occupational safety and hygiene.
* For collectives of departments and divisions:
- Have enough plans to ensure labor safety and have measures to organize those plans well; Strictly comply with internal regulations, processes, and regulations on occupational safety and health according to the provisions of law;
- Have safety and cleaning staff working actively and effectively;
- Fully implement the prescribed labor protection regimes; Guide, inspect, and supervise the use and preservation of personal protective equipment, fire and explosion prevention and fighting equipment, and emergency equipment;
- Organize well the self-inspection regime on labor safety and hygiene, promptly overcome the risks of incidents related to labor safety and hygiene;
- During the year, the enterprise did not let any occupational accidents kill or seriously injure many people (traffic accidents are considered labor accidents and are not considered for rewards), and no fires or explosions occurred.
