Criteria for awarding the "Advanced Laborer" title in the diplomatic sector in Vietnam

Recently, the Ministry of Foreign Affairs (Hanoi, Vietnam) issued a document detailing the implementation of certain provisions of the Law on Emulation and Commendation in the diplomatic sector.

On July 15, 2024, the Minister of the Ministry of Foreign Affairs issued Circular 01/2024/TT-BNG detailing the implementation of certain provisions of the Law on Emulation and Commendation in the diplomatic sector.

Criteria for awarding the "Advanced Laborer" title in the diplomatic sector in Vietnam from August 29, 2024

As stipulated in Article 3 of Circular 01/2024/TT-BNG, the criteria for awarding the "Advanced Laborer" title in the diplomatic sector are as follows:

- The "Advanced Laborer" title is awarded annually to individuals under the management authority of the Ministry of Foreign Affairs who meet the following criteria:

- Successfully complete tasks and duties.- Adhere to the guidelines, policies, and regulations of the Communist Party, the State, and the Ministry of Foreign Affairs. Show solidarity, support colleagues; actively participate in emulation movements.

- Individuals who perform brave acts to rescue people or State properties, leading to injuries requiring treatment or convalescence, will have their treatment and convalescence time considered for the "Advanced Laborer" title.

- Individuals assigned to training or further education for at least one year will have their training period considered during the review for the emulation title. Besides the general criteria, during the training period, individuals must comply with the regulations of the training institution, complete the curriculum, and achieve good academic results or higher (for training courses with academic grading).

- Individuals assigned to training or further education for less than one year, who comply with the regulations of the training institution, will have their training time calculated as part of their work unit's time for the emulation title review.

- Maternity leave in accordance with legal policies is counted as working time at the unit for the emulation title review.

- For individuals transferring, assigned, or seconded to another agency, organization, or unit for a certain period, the review for the "Advanced Laborer" title is conducted by the agency, organization, or unit with the authority to evaluate and classify task completion (for officials and public employees) or the new unit (for non-officials and non-public employees). If the working period at the former unit is six months or more, the review must include the assessment and evaluation from the former agency or unit.

- The "Advanced Laborer" title will not be awarded in the following cases:

- Employment period is less than six months.- Absence from work as per legal regulations for three to six months in a year (except as stipulated in Clause 6, Article 3 of Circular 01/2024/TT-BNG).- Individuals under disciplinary review or investigation, inspection, or examination for signs of violations or ongoing verification of complaints and denunciations.

Criteria for awarding the "Advanced Labor Collective" title in the diplomatic sector in Vietnam from August 29, 2024

Awarded annually to collectives under the management authority of the Ministry of Foreign Affairs that meet the following criteria:

- Rated "Successfully complete tasks" or higher; participate regularly and effectively in emulation movements.

- At least 70% of individuals in the collective achieve the "Advanced Laborer" title.

- Internal solidarity; compliance with the guidelines, policies, and regulations of the Communist Party, the State, and the Ministry of Foreign Affairs. No individuals are disciplined with a warning or higher as per Communist Party and State regulations (based on the time of violation discovery or the time of the disciplinary decision issuance).
