On December 29, 2023, the Minister of Education and Training issued Circular 29/2023/TT-BGDDT detailing the implementation of a number of articles of the Law on Emulation and Commendation for the Education sector.

Criteria for awarding certificates of merit by the Minister of Education and Training as of February 15, 2024

(1) Certificate of Merit from the Minister of Education and Training to be awarded or posthumously awarded to exemplary individuals who have well complied with the Party's guidelines, policies, and laws of the State, meeting one of the following standards:

- Having outstanding and typical achievements that will be reviewed when summarizing and summarizing the emulation movement launched by the Prime Minister; or in carrying out political tasks assigned by the Party, the National Assembly, or the Prime Minister for a period of 3 years or more with a scope of influence and setting a pervasive example in the Education sector; or have outstanding and typical achievements that are reviewed annually, preliminary and final of the emulation movement launched by the Minister of Education and Training; or in carrying out tasks assigned by the Minister of Education and Training for a period of 5 years or more, with a scope of influence and a pervasive example in the Education sector;

- Achieving many achievements or extraordinary outstanding achievements, with scope of influence in one of the fields under the state management of the Ministry of Education and Training or having noble deeds, brave actions to save people, save property of the people and the State, prevent and overcome the consequences of natural disasters, enemy sabotage, epidemics, fight against negative behaviors, violate the law, and social evils, have the effect of setting an example and being recognized and honored by units and localities;

- There are many particularly outstanding contributions to the development of education and training, with great social significance and practical and effective support for the Education sector, as confirmed by the beneficiary unit and the beneficiary's direct management agency;

- Having worked at the unit for 5 years or more, have excellent achievements, and contributed to the development of the unit and are recognized on the occasion of the establishment anniversary (round year);

- Individuals working at units under the Ministry, units under the Ministry, and national universities have been awarded the title "Grassroots Emulation Soldier" twice consecutively or have been recognized for excellently completing tasks for 2 consecutive years or more; During that time, 02 initiatives were recognized and applied effectively within the facility or have 02 scientific topics, scientific projects, scientific and technological works, and scientific and technological projects that have been accepted and applied effectively within the facility;

- Individuals working at units under the Ministry, units under the Ministry, and national universities successfully complete assigned tasks for 5 years before retiring under the social insurance regime; he/she had not yet been awarded a Certificate of Merit by the Minister of Education and Training.

(2) Certificate of Merit from the Minister of Education and Training to be awarded to exemplary collectives that have well complied with the Party's guidelines, State policies and laws, internal solidarity, and achieved one of the following standards:

- Having outstanding and typical achievements that will be reviewed when summarizing and summarizing the emulation movement launched by the Prime Minister; or in carrying out political tasks assigned by the Party, the National Assembly, or the Prime Minister for a period of 3 years or more with a scope of influence and setting a pervasive example in the Education sector; or have outstanding and typical achievements that are reviewed annually, preliminary and final of the emulation movement launched by the Minister of Education and Training; or in carrying out tasks assigned by the Minister of Education and Training for a period of 5 years or more, with a scope of influence and a pervasive example in the Education sector;

- Having extraordinary outstanding achievements, having scope of influence in one of the fields under the state management of the Ministry of Education and Training, or having outstanding achievements in saving lives, saving property of the people and the State, preventing and overcoming the consequences of natural disasters, enemy sabotage, and epidemics in units and localities;

- Having many practical and effective contributions and support for the Education sector that have been confirmed by the beneficiary unit;

- Having outstanding and outstanding achievements in the process of construction and development on the occasion of the anniversary of its founding (round year);

- Collectives specified in Clause 4, Article 2 of Circular 29/2023/TT-BGDDT of units under the Ministry, units under the Ministry, and units under the national university with 02 consecutive years of being recognized for excellent completion of tasks, good implementation of democracy at the grassroots, good organization of emulation movements; taking care of the material and spiritual life of the group; practicing thrift and combating waste, and preventing and combating corruption and negativity.

(3) Certificate of Merit from the Minister of Education and Training to be given to exemplary households that have well complied with the Party's guidelines, policies, and laws of the State, have contributed a lot of effort, land, and property to the Education sector, and have been confirmed by the beneficiary unit.

Note: Other cases not falling into the above categories shall be considered and decided by the Minister of Education and Training based on the proposal of the standing unit of the Emulation and Commendation Council of the Ministry of Education and Training.
