Regarding this matter, LawNet explains as follows:

On April 26, 2024, the General Director of Vietnam Social Security issued Decision 488/QD-BHXH on the Competition and Commendation Regulation of Vietnam Social Security.

Eligibility Criteria for the Certificate of Merit by the General Director of Vietnam Social Security

In Article 7 of the Regulation issued with Decision 488/QD-BHXH in 2024, the eligibility criteria for the Certificate of Merit by the General Director of Vietnam Social Security are defined as follows:

(1) “Certificate of Merit by the General Director of Vietnam Social Security” is awarded or posthumously awarded to individuals within the Sector who are exemplary, comply well with the directives of the Vietnam Communist Party, policies, laws of the State and meet one of the standards as prescribed in Clause 1, Article 74 of the Law on Emulation and Commendation 2022:

- Achieve outstanding achievements assessed in the emulation movements launched by Vietnam Social Security;

- Achieve many or sudden achievements with a scope of influence in one of the fields under the management of Vietnam Social Security;

- Make contributions to socio-economic development, the application of scientific and technical progress, social work, humanitarian charity;

- Receive the title “Grassroots Emulation Fighter” twice consecutively or be recognized as having excellently completed tasks for two consecutive years, during which they have two recognized and effectively applied initiatives at grassroots level or have two scientific themes, scientific projects and technologies that have been appraised and effectively applied at the grassroots level;

- Public officials, employees, and laborers with significant achievements in performance, influencing their agency or unit.

(2) “Certificate of Merit by the General Director of Vietnam Social Security” is awarded to collectives within the Sector that are exemplary, comply well with the directives of the Vietnam Communist Party, policies, laws of the State, maintain internal solidarity and meet one of the standards as prescribed in Clause 3, Article 74 of the Law on Emulation and Commendation 2022:

- Achieve outstanding achievements assessed in the emulation movements;

- Achieve outstanding sudden achievements with a scope of influence in different fields under the management of Vietnam Social Security;

- Make contributions to socio-economic development, the application of scientific and technical progress, social work, humanitarian charity;

- Be recognized as having excellently completed tasks for two consecutive years or receive the title “Outstanding Labor Collective”, implement grassroots democracy well, organize emulation movements effectively, care for the material and spiritual life of the collective; practice thrift, prevent wastefulness; fight against corruption, negativity.

(3) “Certificate of Merit by the General Director of Vietnam Social Security” is awarded to individuals, collectives outside the Sector who are exemplary, comply well with the directives of the Vietnam Communist Party, policies, laws of the State, maintain internal solidarity, and meet one of the following standards:

- Achieve many or sudden achievements with a scope of influence in one of the fields under the management of Vietnam Social Security.

Units under Vietnam Social Security, provincial social security offices based on the achievements of individuals, collectives outside the Sector shall consider and propose to the General Director of Vietnam Social Security for commendation.

- Achieve outstanding achievements for two consecutive years or more in cooperation with social security agencies in directing, propagating, organizing the implementation of social insurance, health insurance policies.

Vietnam Social Security will issue guidelines on the number of individuals, collectives proposed for commendation, the commendation proposal dossiers, and the submission deadlines. Units under Vietnam Social Security, provincial social security offices based on the achievements of individuals, collectives outside the Sector shall consider and propose to the General Director of Vietnam Social Security for commendation.

(4) “Certificate of Merit by the General Director of Vietnam Social Security" is awarded to individuals, collectives under the Ministry of Defense, Ministry of Public Security who are exemplary, comply well with the directives of the Vietnam Communist Party, policies, laws of the State, maintain internal solidarity and meet one of the following standards:

- Achieve many or sudden achievements with a scope of influence in one of the fields under the management of Vietnam Social Security.

- Achieve outstanding achievements for two consecutive years or more in propagating, coordinating, directing, implementing the policies of social insurance, health insurance, and are recommended for commendation by the management unit.

(5) “Certificate of Merit by the General Director of Vietnam Social Security” is awarded to individuals, collectives with typical, outstanding achievements in preliminary and final reviews of thematic emulation movements launched by the General Director of Vietnam Social Security and emulation movements launched by the Prime Minister of the Government of Vietnam.

Regarding the objects, number of Certificates of Merit, and eligibility criteria, Vietnam Social Security will specify according to each emulation movement.
