Circular 05/2024/TT-BNV stipulates that administrative public employees in Vietnam are eligible for be promoted to rank II and rank I when they meet the following standards and conditions:

Administrative public employees include public employees in job positions in the administrative, general, office management, personnel organization, planning, finance, and other job positions that do not hold professional titles and do not engage in the professional activities of a public service provider. According to Clause 1, Article 3 of Circular 05/2024/TT-BNV, administrative public employees can be considered for promotion to Grade II when they meet the following standards and conditions:
(1) Standards and conditions prescribed in Clause 1, Article 32 of Decree 115/2020/ND-CP on recruitment, use, and management of public employees (amended in Clause 16, Article 1 of Decree 85/2023/ND-CP);
(2) The job position scheme of the public service provider is built and approved according to legal provisions with the job position of the public employee title to be considered for promotion;
(3) Being nominated by a competent authority to be considered for promotion;
(4) Having held the title of specialist and equivalent for at least 09 years (excluding internship and probation periods). In case of having equivalent time to the title of specialist, the minimum period of holding the title of specialist is 01 year (at least 12 months) until the end of the period for submitting the application for promotion consideration (if the time of holding the title of specialist is not continuous, it will be accumulated);
(5) During the period of holding the title of specialist and equivalent, nominated by a competent authority to be considered for promotion, confirmed in writing (attached to the dossier) having one of the following scientific tasks:
+ Participated in building regulations, rules, technical procedures of the sector, field, agency, unit where the employee works, which have been issued and confirmed by the head of the agency or unit assigned to implement;
+ Participated in scientific and technological tasks at the grassroots level or higher, which have been accepted and evaluated to meet the requirements;
+ Participated in building projects, legal normative documents, which have been issued and confirmed by the head of the agency or unit assigned to implement;
(6) During the period of holding the title of specialist and equivalent, have one of the following achievements:
+ Have achievements in performing professional tasks, rewarded with a certificate of merit by the Ministry, sector, province, or higher;
+ Have at least 02 years of work, evaluated, and rated as outstandingly completing tasks.
According to Clause 2, Article 3 of Circular 05/2024/TT-BNV, administrative public employees can be considered for promotion to Grade I when they meet the following standards and conditions:
(1) Meet the conditions (1), (2), and (3) for promotion to Grade II;
(2) Have held the title of senior specialist and equivalent for at least 06 years. In case of having equivalent time to the title of senior specialist, the minimum period of holding the title of senior specialist is 01 year (at least 12 months) until the end of the period for submitting the application for promotion consideration (if the time of holding the title of senior specialist is not continuous, it will be accumulated);
(3) During the period of holding the title of senior specialist and equivalent, nominated by a competent authority to be considered for promotion, confirmed in writing (attached to the dossier) having one of the following scientific tasks:
+ Presided over the construction of regulations, rules, technical procedures of the sector, field, agency, unit where the employee works, which have been issued and confirmed by the head of the agency or unit assigned to implement;
+ Presided over scientific and technological tasks at the grassroots level or higher, which have been accepted and evaluated to meet the requirements;
+ Participated in building projects, legal normative documents, which have been issued and confirmed by the head of the agency or unit assigned to implement;
(4) During the period of holding the title of senior specialist and equivalent, have one of the following achievements:
+ Have achievements in performing professional tasks, rewarded with a certificate of merit by the Prime Minister the Government of Vietnam or achieved the title of emulation soldier at the Ministry, sector, province, or higher;
+ Have at least 03 years of work, evaluated, and rated as outstandingly completing tasks.
