Criteria and conditions for promotion to class II sound engineers  in Vietnam

The promotion to the professional title of class II sound engineers in Vietnam, Code: V11.09.24, must meet the criteria and conditions stipulated in Clause 10, Article 3 of Circular 12/2024/TT-BTTTT, including:

- Currently holding the professional title of class III sound engineers in Vietnam, Code: V11.09.25

- Have held the professional title of class III sound engineers (or equivalent) for at least 09 years (excluding probationary or trial periods). If there is equivalent time to the professional title of class III sound engineers, there must be at least 01 year (12 months) holding the title of class III sound engineers by the deadline for application submission (if the time holding the title of class III sound engineers is not continuous, it can be accumulated);

- During the time holding the professional title of class III sound engineers (or equivalent), have chaired or participated in implementing at least 01 (one) work that won an award at the ministerial, provincial, or equivalent level, or participated in writing at least 01 (one) specialized topic in a research project or scientific program from the grassroots level upwards that the managing agency or unit has been tasked with researching, developing, and has been approved or accepted by the competent authority.

- During the time holding the professional title of class III sound engineers (or equivalent), received a commendation or achieved the title of emulation soldier at the ministry, provincial level, or achieved the title of grassroots emulation soldier twice for having achievements in professional activities.

* Regarding the duties of class II sound engineers, according to Article 4 of Circular 46/2017/TT-BTTTT as follows:

- Summarize professional skills; participate in preparing content for specialized seminars domestically and internationally;

- Develop technical plans, sound layouts, and audio estimates to meet program requirements and actual field conditions;

- Organize the implementation of recording (dialogues, music, sound effects...) and sound coordination (mixing) for various film genres;

- Skillfully use and maintain audio recording equipment, regulations, and technological processes;

- Establish backup systems to ensure safety elements when required for live broadcast events;

- Organize and implement installation, calibration of systems according to program requirements and proposed technical plans;

- Guide professional skills for public employees of lower-grade Sound Technicians.

* Regarding general standards of professional ethics in Article 2 Circular 46/2017/TT-BTTTT:

- Comply with the policies, guidelines of the Communist Party, legislation of the State, and regulations of the industry and locality regarding information and communication.

- Be honest, objective, responsible for assigned tasks; fully perform the duties of a public employee in professional activities.

- Cultivate ethics, maintain professional qualities, honor, and reputation; do not abuse the work position or assigned tasks for personal gain; be united, creative, ready to learn new things, self-improve; have a sense of coordination, assistance to colleagues, share experience in work; actively participate in scientific research to develop the profession and improve skills.
