Creation of information codes and entry of information, data into the National Database on construction activities in Vietnam from November 1, 2024

According to Article 10 of Decree 111/2024/ND-CP which regulates the initiation of information codes and data entry into the National Database on Construction Activities in Vietnam as follows:

- The information code for a construction planning project stipulated at point a, clause 2, Article 8 of Decree 111/2024/ND-CP is initiated by the planning appraisal agency when submitting for approval of the construction planning project.

- The information code for a construction investment project stipulated at point b, clause 2, Article 8 of Decree 111/2024/ND-CP is initiated as follows:

+ The specialized construction agency initiates it when there is a result of the feasibility study report appraisal that meets the requirements for construction investment projects that are subject to appraisal by a specialized construction agency;

+ The state authority competent to issue construction permits initiates it when issuing a construction permit for projects that are not subject to appraisal by a specialized construction agency.

- The information code for construction works under a construction investment project stipulated at point c, clause 2, Article 8 of Decree 111/2024/ND-CP is initiated as follows:

+ The specialized construction agency initiates it during the appraisal of construction design post-basic design that meets the requirements for construction works subject to appraisal by a specialized construction agency;

+ The state authority competent to issue construction permits initiates it when issuing a permit for construction works not subject to appraisal by a specialized construction agency.

- The information code for construction projects that do not require the establishment of a construction investment project as stipulated at point d, clause 2, Article 8 of Decree 111/2024/ND-CP is initiated by the state authority competent to issue construction permits when issuing permits for construction works.

- Data entry of construction planning information

+ The planning appraisal agency enters general information about the planning project as specified at point a, clause 2, Article 6 of Decree 111/2024/ND-CP when initiating the information code as per regulations;

+ The agency or organization preparing the construction planning updates detailed information content as specified at point b, clause 2, Article 6 of Decree 111/2024/ND-CP into the information system, the National Database on Construction Activities in accordance with Decree 111/2024/ND-CP within 15 days from the date of the planning approval decision.

- Data entry of information on construction investment projects, construction works

+ The agency performing administrative procedures according to the division on appraisal, construction permit issuance enters general information about construction investment projects and construction works as specified at point a, clause 1, point a, clause 2, and point a, clause 3 of Article 7 of Decree 111/2024/ND-CP when initiating the information code as per regulations and updates results of administrative procedures undertaken by them within 5 working days from the completion of the administrative procedure;

+ Investors (excluding individual households for single-family homes) update detailed information as specified at point b, clause 1, point b, clause 2, and point b, clause 3 of Article 7 of Decree 111/2024/ND-CP within 15 days from receiving administrative procedure results except for information updated by competent state authorities as previously mentioned.

- Agencies, organizations appraising planning, appraising feasibility study reports for construction investment, appraising construction design post-basic design, issuing construction permits are responsible for the accuracy and timeliness of the information, data entered into the National Database on Construction Activities.

Decree 111/2024/ND-CP takes effect in Vietnam from November 1, 2024
