This is one of the fundamental contents of Circular 05/2017/TT-BYT, which was amended and supplemented in Circular 20/2018/TT-BYT issued on August 30, 2018.
To be specific, according to Clause 2, Article 1 of Circular 20/2018/TT-BYT amending and supplementing Article 4 of Circular 05/2017/TT-BYT, the pricing of a unit of whole blood and blood products meeting standards is based on the costs for receiving, screening blood, blood components, and preparing blood products as stipulated, as follows:
1. Support for units and facilities in propagandizing, advocating, and organizing voluntary blood donation days: The maximum average expenditure is 50,000 VND/blood donor.
The support expenditure content, specific support level, and usage of this funding are implemented according to the regulations at Clause 2, Article 3 Circular 182/2009/TT-BTC guiding the content and expenditure level for propagandizing and advocating voluntary blood donation.
2. The maximum average expenditure for on-site food and drink for blood donors (both voluntary unpaid and paid blood donors): 30,000 VND/person/times of blood donation. Blood supplying facilities are responsible for organizing carefully and publicly to ensure that blood donors have meals on-site before and after blood donation.
3. Payment for paid blood donors:
* Direct payment for whole blood donors:
- A unit of blood with a volume of 250 ml: 195,000 VND;- A unit of blood with a volume of 350 ml: 320,000 VND;- A unit of blood with a volume of 450 ml: 430,000 VND.
* Direct payment for donors of blood component separation:
- A blood product unit with a volume from 250 to 400 ml: 400,000 VND;- A blood product unit with a volume from over 400 to 500 ml: 600,000 VND;- A blood product unit with a volume from over 500 to 650 ml: 700,000 VND.
4. Payment for voluntary unpaid blood donors:
* Voluntary whole blood donors can choose to receive gifts in kind or medical examination and treatment services with a minimum value as follows:
- A unit of blood with a volume of 250 ml: 100,000 VND;- A unit of blood with a volume of 350 ml: 150,000 VND;- A unit of blood with a volume of 450 ml: 180,000 VND.
* Voluntary blood donors for the separation of blood components can choose to receive gifts in kind or medical examination and treatment services with a minimum value as follows:
- A blood product unit with a volume from 250 to 400 ml: 150,000 VND;- A blood product unit with a volume from over 400 to 500 ml: 200,000 VND;- A blood product unit with a volume from over 500 to 650 ml: 250,000 VND.
* Support for travel expenses for voluntary blood donors: The maximum average expenditure is 50,000 VND/person/times of blood donation.
* Guidance for gifts in medical examination and treatment services:
In the case of giving gifts in medical examination and treatment services, the head of the blood-receiving unit is responsible for publicly announcing the list of services and service prices so that blood donors can choose, ensuring the principle:
- The total price of the services must be equivalent to the gift expenditure specified at Points a and b, Clause 4, Article 4 of Circular 05/2017/TT-BYT;- If the total price of the services chosen by the blood donor is lower than the gift expenditure at Points a and b, Clause 4, Article 4 of Circular 05/2017/TT-BYT, the blood-receiving unit is responsible for giving additional gifts in kind to ensure the sufficient gift expenditure as stipulated;- If the total price of the services chosen by the blood donor is higher than the gift expenditure at Points a and b, Clause 4, Article 4 of Circular 05/2017/TT-BYT, the blood-receiving unit may collect the difference between the total service prices chosen by the blood donor and the gift expenditure, meanwhile, it has the responsibility to explain openly to the blood donors for understanding and performing.
In case the excess service cost chosen by the blood donor does not exceed 10% of the gift expenditure, the head of the blood-receiving unit may decide to use the revenue from blood supply and blood product activities for payment and settlement under the authority.
- The service prices in the gift package comply with the regulations in Circular 02/2017/TT-BYT regulating the maximum frame price for medical examination and treatment services not covered by Health Insurance Fund's payment in public medical facilities and guiding the application of prices, payment of medical examination and treatment costs in some cases.
5. Costs for blood collection devices, plastic blood bags, materials, stationery, electricity, and water for blood collection, blood testing, and screening, and blood products.
6. Costs for salaries according to rank scales, positions, allowances, and contributions as prescribed by policies by the State; Specific allowances as stipulated in Decision 73/2011/QD-TTg regulating some special policies for officials and public employees, workers in public healthcare facilities, and epidemic prevention allowances.
7. Costs for renting vehicles, purchasing gasoline, and oil for blood collection in mobile blood collection points following actual invoices and contracts.
8. Costs of clinical examinations, purchasing materials, chemicals, and test biological products for mandatory tests as stipulated in Circular 26/2013/TT-BYT.
9. Costs for regular maintenance and repair of assets, equipment serving the blood collection, screening, and storage of blood and blood products.
10. Costs for destroying non-standard blood units.
11. Support costs for counseling work for voluntary blood donors at public medical facilities tasked with receiving and screening blood.
12. Other reasonable and lawful expenses serving blood collection, screening, production, storage, and distribution of blood and blood products.
